Summary
The General Superintendent is responsible for safe and efficient transportation operations and quality customer service.
Responsibilities
Responsibilities may include but are not limited to:
- Direct and oversee day-to-day railroad operations and terminals, within sectors, territories, ensuring a high level of safety, on-time performance, and customer service.
- Prepare operating and controlling budgets, set performance standards and measurements, and control overtime.
- Investigate and analyze disruptions to service, including incident response.
- Develop and implement departmental policy to ensure adherence to operating rules and procedures in an effort to provide safe, reliable and secure service.
- Ensure an integrated and coordinated effort between the Transportation Department and all other departments, especially operation departments that focus on customer service goals.
- Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Review direct reports and approve performance appraisals. General Superintendent is responsible for discipline/termination of employees when necessary.
- Promote safe work practices and provide safe working conditions. Ensure a safe working environment and adherence to guidelines of company safety policies and procedures.
- Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential. Lead by example.
- Act in the position of Chief Transportation Officer as required. Perform other assignments as requested by senior management.
Qualifications
- Must have a Bachelor’s Degree. Demonstrated, directly related, equivalent experience and education may be considered in lieu of the degree.
- In lieu of a Bachelor’s Degree, candidates may be chosen if (s)he possesses a minimum of 15 years’ demonstrated transportation experience, 8 of which must be demonstrated operations managerial experience.
- LIRR-Transportation operations experience is required, a minimum of 12 years experience, 7 of those must be in progressively responsible operations management positions.
- Must be available to respond to service disruptions/emergencies on a 24 hours/seven days a week basis.
- Must be fully qualified on Operating Rules, Physical Characteristics of the LIRR and NORAC operating rules or become qualified within one year.
- Must be familiar with FRA regulations for train, track, equipment operations, and possess a strong background in equipment and crew manipulations, crew assignments, etc.
- Must possess a working knowledge of fare collection, training, crew management procedures and policies, and departmental administrative responsibilities.
- Must possess a working knowledge of Operating Rules and Air Brake Training procedures and protocols.
- Must possess strong interpersonal, and oral and written communication skills.
- Must have a strong working knowledge of LIRR policies and procedures.
- Must have proven effective leadership experience in a complex, unionized operations environment.
- Must possess knowledge of labor relations, applicable labor agreements and non-represented employees.
- Must possess the ability to balance multiple responsibilities and duties simultaneously.
Preferred/Desirable Skills/Qualifications
- Advanced degree is preferred.
- Experience in policy making position preferred.

In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to, a pre-screening assessment (i.e., physical, written and/or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. Absence control violation(s) or more than ten sick days without medical documentation in two of the last three years is considered unsatisfactory attendance.
