Position Objective:

To manage, coordinate and inspect the planning, design and construction phase of construction work on or adjacent to Railroad property undertaken by outside agencies, protecting the Company’s interests and ensuring safety in all aspects thereof. Coordinate the coverage of such work by several Construction Representatives and Agreement Railroad Inspectors.

Responsibilities:

  • Represent MNR with other State, City, County and Municipal agencies, Utility companies and private individuals who seek to perform construction and maintenance activities on or adjacent to railroad property. Coordinate their access to the property for the safe performance of work that may pose risk to MNR Operations, customers and employees.
  • Manage and coordinate the coverage of Construction Representatives and Agreement Railroad Inspectors in the permitting, monitoring and enforcement of entry permits necessary for the safe performance of work by outside entities performing work that may impact MNR Operations.
  • Review construction procedures for compliance and provide technical supervision of contractor’s work on projects that encroach on MNR Right of Way.
  • Coordinate construction procedures for work involving the force account and railroad operations. Develop and monitor force account budgets for Individual and Corporations (I&C) projects.
  • Coordinate review of construction proposed by outside agencies with Planning, M of W, Operating and Capital departments.
  • Manage administrative issues with various departments and outside Companies (i.e. Legal, Risk Management, Finance, Real Estate) to include insurance management, insurance agreements and temporary easements.
  • Keep management informed as to completion progress and schedule, regarding deviations from plans, specifications or procedures that require the review of the Engineer.
  • Select, develop, and motivate staff and provide career development for team members. Provide effective coaching and counseling. Manage team and individual performance. Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential.

 

Required Qualifications:

Required Knowledge/Skills/Abilities:

 

  • Familiarity with transportation operations and/or other applicable civil/structural construction.
  • Familiarity of state and federal codes and regulations pertaining to design and construction.
  • Competent understanding of Engineering principles with an emphasis on civil/structural engineering.
  • Excellent verbal and written communication skills are required in order to provide the necessary technical and administrative support.
  • Demonstrated knowledge of working on or about railroad Right of Way with knowledge of viable construction procedures that serve to provide safe railroad operations.
  • Demonstrated ability to manage agreement personnel with an understanding of work rules and agreements associated with managing and coordinating the coverage of various projects.
  • Familiarity with Microsoft Office Suite and/or comparable applications.
  • Familiarity with Critical Path Method (CPM) Scheduling.
  • Strong project management and coordination skills are required to plan, direct and control the successful implementation of various projects performed under the supervision of the I&C Group.
  • A solid working knowledge of Project Management, Construction Management, Construction Contracts, Quality Assurance/Quality Control, Safety and Security procedures.
  • Knowledge of crane rigging calculations and rigging operations.
  • Strong interpersonal skills to interact with internal/external customers.
  • Ability to respond to emergencies 24 hours a day, 7 days a week, as required.
  • Valid driver’s license.

 

The Following is/are preferred:

  • Familiarity with Metro-North Railroad Operations, safety and security procedures.
  • Familiarity with work rules associated with ARSA Railroad Inspectors.

Required Education and Experience:

 

  • Bachelor’s Degree in Engineering or related field. Demonstrated equivalent experience, education and/or technical credentials may be considered in lieu of degree.
  • Minimum of five (5) years of experience in construction practices and principles as they relate to railroad infrastructure, bridge and highway, utility infrastructure or commercial construction projects.
  • Minimum of three (3) years of experience managing a diverse workforce and/or projects.

The following is/are preferred, but other satisfactory combinations of relevant experience, education, and/or technical credentials will be considered:

  • National Institute for Certification in Engineering Technologies (NICET) IV preferred.

Other Information

This position is safety-sensitive and subject to toxicological testing.

According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
