Position Objective:

The purpose of this position is to administer the scheduling process, resulting in optimal crew and equipment assignments in support of MNR train schedules. Produce corresponding employee timetables, public timetables, equipment plans, crew schedules, and GCT Track assignments balancing operational requirements, customer needs, and infrastructure maintenance requirements. Manage, plan, and organize the production and distribution of official and pocket timetables, Hudson Rail Link bus schedules, and special event timetables to ensure accuracy of information and timely distribution to various locations.

Responsibilities:

  • Support Deputy Director Service Design Production during operating schedule development changes (including service plans for special events and connecting service schedules) including:

-          Perform analysis of operating schedule performance (OTP) for MNR, Amtrak, and SLE trains.

-          The evaluation of customer impacts and operating impacts of specific schedule proposals.

-          Perform analyses of service scenarios in support of short-term service planning efforts (i.e., operational analysis of proposed schedule changes).

-          Development of Operating Schedule Booklets and Operating Schedule Order documents.

  • Plan & manage the production of official pocket timetables, Hudson Rail Link bus schedules, and special event timetables, including typesetting, mechanical layout, and distribution of all timetables to numerous internal & external customers.
  • Manage timetable inventory control, including ordering periodic shipments of timetables to replenish GCT supply and the daily distribution of timetables to individual customers, real estate agencies, schools, and various other corporations in our service area.
  • Monitor track outages to provide various departments with updates on substitute bus service, opposite sides, use of bridge plates, etc.

Required Qualifications:

Required Knowledge/Skills/Abilities:

 

  • Working knowledge of a rail operations scheduling system, (preferably HASTUS or TrainPlan) or ability to obtain within 12 months of hire.
  • Working knowledge of MNR train and equipment scheduling system (TT6/TT75) or ability to obtain within 12 months of hire.
  • Knowledge of Metro-North Operating Rules, Territory, Physical Characteristics, Metro-North and Federal Rules regarding the operation of trains and equipment or ability to obtain within 6 months of hire
  • Knowledge of ridership demand analysis and service planning concepts or ability to obtain within 6 months of hire.
  • Excellent oral and written communication skills, including presentation skills.
  • Strong quantitative and analytical skills.
  • Strong organizational skills needed to manage complex databases.
  • Strong ability to exercise a level of independent judgment and decision-making.
  • Ability to work well under pressure, handle multiple tasks simultaneously, and prioritize workload while adhering to deadlines.
  • Effective interpersonal communication skills with the ability to interact with all levels of management and external contacts.
  • Proficiency with Microsoft Office suite and/or comparable system applications.

The following is/are preferred:

  • Familiarity with  transportation operations,
  • Familiarity with ACRE Labor Contractual agreement.

Required Education and Experience:

 

  • Bachelor's Degree in Transportation Management, Logistics, Planning or related fields. Demonstrated equivalent experience, education, and or technical credentials to include four (4) years of related experience may be considered in place of a degree.
  • Minimum of three (3) years of experience in heavy (commuter/intercity) passenger rail train scheduling, train dispatching, transportation operations, or transportation planning
  • Minimum of two (2) years of experience managing staff and/or projects.

The following is/are preferred, but other satisfactory combinations of relevant experience, education, and/or technical credentials will be considered:

  • Master’s Degree in Transportation Management, Logistics, Planning, or a related field
  • Demonstrated experience with the development, analysis, or management of a geographic information system (GIS).

Other Information

According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
