SUMMARY:
This position is a leading role responsible for ensuring compliance to regulatory requirements and corporate standards through visual verification and mechanical inspection of incoming materials/components used in the operations of the LIRR. Verification/inspection will be implemented for existing critical and new components/materials for review and acceptance. Data obtained by verification/inspection to vendor improvements can be implemented. This is accomplished through the implementation of internal procedures used in the incoming inspection area, the documented LIRR Quality Management System (QMS), FRA, AAR and ISO. This position will be responsible for assigning and prioritizing inspection activities for the Incoming Inspection Department personnel, assisting and supervising Dept personnel as needed in the inspection and disposition of vendor material. Act as User Department point of contact for all vendor material-related issues.
RESPONSIBILITIES:
Responsibilities may include but are not limited to:
- Perform incoming inspection activities for all LIRR material and components identified for inspection. Utilizing specifications, drawings, and Vendor information, determine material disposition. Decipher critical dimensions and characteristics through review of drawings
- Assign weekly activities to inspector (s). Assist other inspector (s) as needed in the evaluation and disposition of material. Document EE11 Nonconformance reports and communicate issues to all stakeholders. Serve as Department point of contact for User Dept concerns. Attend meetings to support User Depts. Oversee and maintain the calibration control program of the Department
- Conduct all necessary analysis, and research, and prepare inspection reports promptly and accurately.
- Ensure the measuring equipment is calibrated before use. implement internal calibration procedures and/or identify the need for external calibration services for equipment.
- Determine appropriate dimensions to be inspected. Develop standards regarding necessary/appropriate steps and procedures to be implemented for inspection and document procedures. Ensure the incoming inspection area is maintained in a well-organized manner.
- Supervise staff. Ensure a safe working environment and adherence to guidelines of company safety policies and procedures
- All other assignments as requested by Senior Management.
QUALIFICATIONS:
A) Required
- Bachelor's degree in engineering, Business, or a related Field. Demonstrated, directly related, recent equivalent experience and education of approximately 15 years may be considered in lieu of degree requirement, subject to approval. OR
- Must have approximately 7 years of Quality Control experience/education and have completed 2 years of satisfactory service as a LIRR Quality Assurance Incoming Inspection Supervisor.
- Must have previous experience in the use and calibration of precision measuring tools such as micrometers, calipers, height gauges, and other instruments.
- Ability to read and understand blueprints and tolerances to determine the disposition of inspected materials or components as accepted or rejected. Basic technical mathematics skills are required.
- Strong computer skills (i.e. Microsoft Office applications) for the preparation of reports and quality records in compliance with procedures.
- Familiarity with and basic understanding of statistical process control techniques Quality Assurance Standards such as ISO or MR and the Corrective Action Process. Ability to use sampling plans as developed in internal procedures.
- Experience in the development and establishment of trend analysis for materials, components, and Vendor's performance.
- Ability to effectively work with minimal supervision and/or direction.
- Strong communication and interpersonal skills with experience working with mechanics and suppliers.
- Problem-solving, analytic, research, and good judgment skills to direct and take corrective action, when necessary, with the ability to reach consultants and make effective recommendations.
- Must possess a strong work ethic with a high level of professional integrity.
- Must possess excellent team-building, listening, problem-solving, and prioritization skills.
- Ability to lead and motivate a staff of quality control personnel.
- Preferred/Desirable Skills/Qualifications
B) Preferred
- Familiarization with Contract Documents, Specifications, and Plans.
- Knowledge of operational needs, FRA [Federal Railroad Administration] policies, and safety issues governing the LIRR.
- ASQ Certified Quality Inspector (CQI) or ASQ Certified Quality Technician (CQT).
