This is a Non-Represented Position.
 
This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

SUMMARY:  
Responsible to plan, manage and implement the most effective utilization of track forces, equipment and materials to attain the completion of major MTA funded track rehabilitation programs safely, on time, within budget and in accordance with FRA and LIRR track standards. In addition, this position ensures that department goals of improved productivity through the use of track and roadway machinery are achieved in a timely and cost-effective manner.
 
 
RESPONSIBILITIES:  
Responsibilities may include but are not limited to:  
  • Develop, implement and execute an annual track Project program to ensure that major track components, including switches and crossings are maintained in a state of good repair. Foster a safe working environment by leading by example and persistently enforcing a safe work environment.
  • Direct and manage the daily operations of the Track Projects Division, ensuring that the Capital Project goals are achieved by utilizing departmental resources in the most efficient means possible.
  • Direct, motivate and train subordinates as well as manage labor issues.
  • Develop track Projects budgets within corporate goals and guidelines. Manage and monitor budget to ensure department goals are met within financial constraints.
  • Conduct field inspections and train rides to ensure work is being performed within budget and to standards established by the LIRR.
  • Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
  • Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.
  • Perform other assignments as requested by Sr. Management.
 
QUALIFICATIONS:     
  • Bachelor’s Degree in an Engineering discipline or related field. An additional four years of demonstrated, directly related, equivalent experience and education may be considered in lieu of the degree.
  • Must possess six years of recent, related progressively responsible, rail road experience in Engineering Operations.
  • Must possess experience managing labor forces and/or professional staff.
  • Must possess extensive knowledge and understanding of the Capital Track Programs, MW-1, CE-1 Track Standards and FRA Standard 213.
  • Knowledge of Construction management theory and principles, basic accounting, civil engineering theory and laws, and quality management.
  • Strong, effective verbal, written and interpersonal communications skills along with the ability to communicate ideas and motivate people.
  • Knowledge of labor agreements and Labor Relations, company and department policies and procedures; complete understanding of department mission with requisite knowledge of budgeting, planning scheduling and estimating to meet established goals.
  • Strong, effective, proven leadership, decision making, problem solving and analytical skills.
  • Accountability and acceptance of being responsible for the successful execution of the track rehabilitation program.
