This is a Non-Represented Position.
This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

Summary:
This position is accountable to oversee the managers and support staff that provides uniform administrative support to the Engineering Department with respect to payroll administration, salary administration, succession planning, human resources related activities, management of the absence control policy, labor relations, discipline, leave of absence management, real estate & Third Party licensing related activities, , and the management development needs for the Engineering Department. In addition, this position will be responsible for the management oversight of proposed utilization of Railroad property and/or facilities by outside parties, the disposition and acquisition of LIRR property interests and the agreements for public sector interest with respect to the LIRR ROW. In addition, this position will also be responsible for directing all departmental audits conducted by various external agencies such as MTAOIG, NY State Comptroller, Federal Railroad Administration and MTA Audit Services.
Responsibilities:
- Direct the quality of the department’s payroll and administrative processes to ensure cohesiveness between Engineering disciplines while ensuring timeliness, accuracy and consistency of payroll. Position will also be responsible for development of procedural documentation and communication of same to ensure all Engineering disciplines are in compliance.
- Coordinate responses to MTA, government officials and other outside agency requests for information. Oversee implementation of Third Party license agreements, real estate issues and LIRR asset/property management. Direct the negotiation, preparation and the execution of agreements and contracts with the public and private sector interests to facilitate the use and occupancy of utility installations on railroad property and or the performance of work on or about the right of way.
- As required, represent the Assistant Chief Officer at meetings with Senior Staff, outside agencies and other departments within the organization.
- Direct and oversee the development of the department’s succession plan for critical occupations within the Engineering department. In addition, develop career paths for Engineering positions in which unique railroad experience is required by incumbents.
- Assist in directing administrative activities within the Engineering Department including, but not limited to administrative planning, employee discipline process, leave of absence management, FMLA, military leave, management training, real estate issues, and headcount management to ensure consistency among disciplines and compliance with government and organizational regulations.
- Work with Human Resources and Engineering Department hiring managers to ensure the prompt filling of engineering managerial and craft level vacancies. Work with Human Resources to develop recruitment and compensation initiatives to attract external applicants, conduct interviews, review compensation issues, PDQ development and manage the performance appraisal process for MPA employees. Assist with the hiring plan development for the Engineering Department.
- Direct and oversee the Engineering Department’s Junior Engineer Program to ensure candidates are provided with the exposure, experience and training required to successfully complete the program. Cultivate and manage an ongoing flow of initiatives designed to foster management and leadership development.
- Select, develop and motivate personnel within the department. Provide career development for subordinates. Work with respective department heads to develop and initiate succession planning. Provide prompt and effective counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.
- All other assignments at the request of senior management.
Required Qualifications:
- Bachelor’s Degree in Business or related field. An additional four years of demonstrated, directly related, equivalent experience and education may be considered in lieu of degree.
- Must possess progressively responsible current related experience (8 years) preferably in an Engineering or operations environment.
- Must possess an in-depth knowledge of business related processes in a corporate environment, prior related experience interpreting/administering labor agreements, trials/investigations and discipline practices, safety policies, rules and regulations.
- Must possess experience managing and administering activities related to corporate policies & procedures, management of payroll and labor distribution, human resource related activities, such as hiring, staffing needs, review of compensation issues, departmental strategic business planning and organizational management and succession planning.
- Must possess superior planning, analytical, problem solving, conflict resolution, and decision-making, judgment, negotiating, and communication, management and leadership skills.
- Must possess the ability to lead and influence change.
- Must possess proven leadership, management and customer service skills with the ability to identify and resolve related issues and find solutions as well as establishing preventative measures for future occurrences.
- Must possess the ability to effectively manage multiple responsibilities simultaneously within limited specific time frames.
- Must possess a high degree of work ethics and flexibility to successfully develop the department staff.
- Must possess good judgment skills and a high degree of professional integrity to maintain credibility and confidentiality.
- Must possess the ability and knowledge to effectively represent the Assistant Chief Officer, as necessary, at meetings with Senior Staff, outside agencies and other departments within the organization.
- Must possess superior interpersonal skills to effectively communicate and negotiate with Company personnel, MTA staff, labor organization officials, and the public at all levels.
Desired Qualifications:
- Master’s degree in Business or related field is preferred.

In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to, a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview. In addition, LIRR employee applicants must be in their current position fr the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record.
