SUMMARY:
This position is responsible for assisting the Manager of Asset Information and Data in the development, implementation, and maintenance of the LIRR Asset Information System and its integration with Geospatial Information Systems (GIS), labor, and inventory control systems for Engineering Infrastructure Assets. This position is also required to assist with the integration of assets into the Bently asset wise software and aiding in the training and troubleshooting of the system. Responsibilities include development of asset models, functional requirements, GIS feature classes for the configuration of the Asset Information System and all other tools that will support Engineering’s Asset Management initiative. This position is also responsible for coordinating and assisting engineering disciplines with the migration of existing data and new data collection into various mobile and desktop applications as well as GIS systems.
RESPONSIBILITIES:
Responsibilities may include but are not limited to:
- Assist the manager and Engineering disciplines in the identification and definition of the data/information and reporting needs. Assist the manager and Engineering disciplines in the definition of asset hierarchy, asset data attributes and GIS related information that will support the business processes and reporting needs.
- Assist in implementation and testing of Bently Asset Wise system, and mobile applications developed to: collect GIS information, discipline specific asset data, condition assessment and work orders (Inspection, Maintenance, replacements, corrective maintenance, etc.).
- Assist the Manager and Engineering disciplines with all activities required to develop Asset Information System Business & Functional Requirements Specification for each asset class. Responsible for scheduling and coordinating structured working sessions and documenting the results in the requirement specification document.
- Assist Asset Management staff in guiding and assisting the Engineering disciplines in the review and migration of existing data or applications into the new systems including GIS databases, Infor EAM and Bentley Assetwise.
- Responsible for monitoring, identifying and correcting any issues related to data quality, completeness and validity in a timely manner. Ensure that all assets are listed in the asset registry and all registry data is complete for each asset class.
- Provide technical assistance to the Engineering disciplines and the AM specialist on the day-to-day usage of the various applications, data query and reporting needs.
- Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.
- Perform other assignments as requested by Senior Management.
QUALIFICATIONS:
A). Required
- Must possess a Bachelor’s Degree in Computer Sciences, Engineering, Geography or related technical/business field. An additional four years demonstrated, directly related, equivalent experience and education may be considered in lieu of degree.
- Must possess 3 years of recent related asset management or information systems experience.
- Must possess working knowledge of corporate information systems, statistical and analytical techniques and procedures for data analysis and trending.
- Must possess working experience in implementing information systems that support business processes and day to day operations.
- Must have knowledge and working experience of GIS applications, methodologies, and spatial analysis.
- Must possess strong and effective verbal, written and interpersonal communication skills. Must possess business administrative skills to prepare written reports, presentation, and analysis reports.
- Must be able to work independently as well as in groups to achieve defined goals and objectives.
- Must possess strong computer skills with working knowledge of MS Office applications (i.e. Excel, Access, etc.).
- Must possess a good understanding of systems architectures and relational database applications.
- Must possess business administrative skills to provide written reports and spreadsheet manipulations.
- Must possess knowledge of rail operations, sensitivity to customer needs, and sensitivity to potential impacts of erroneous data inputs and reporting on political/public perceptions.
B.) Preferred
- Knowledge of theoretical and practical applications of computer systems, programming, and computer standards, including concepts of Cycle Based Maintenance.
- Knowledge of creating custom tools in ArcGIS and knowledge of ArcGIS Pro
- Understanding basic concepts and relationships of an asset registry, including the role of spatial, performance, condition, and historical data.
- Understanding of the relevant industry standards and regulatory reporting requirements, including AAR (Association of American Railroads), CFR (Code of Federal Regulations), and FRA (Federal Railroad Administration) requirement.
- Working knowledge of Federal, State and local oversight agencies/entities in asset management information standards.
- Knowledge and understanding of Engineering and company/department principles as they apply to all Engineering Disciplines.
