Summary
This position is responsible to direct, oversee, manage and assist in planning Transportation departmental projects. Take lead role in organizing department efforts in planning for department/corporate/agency projects to ensure projects (from conception to completion) meet objectives and are completed timely and within budget scope. Develops effective and efficient strategies to ensure maximum use of new systems, processes/procedures, and planning of departmental projects.
 
Responsibilities
Responsibilities may include but are not limited to:
-Oversight, coordination and development of project plans, project budget, work scopes, contract documents, schedules (critical path), action items/decision points between departmental managers and peer users/departments.
 
-Management/coordination of the departments long range planning process in order to assess future needs (capital/operating) such as infrastructure improvements (platforms, switches, yard storage, etc.) along with technology improvements (OTP Analysis, Workforce Utilization Modeling, etc.).
 
-Works with other departments to ensure that Transportation project needs are met and overall improvements are made at LIRR.
 
-Responsible for developing analysis and strategy for new systems, projects, and programs. Will develop the project plan including budget and resource requirement.
 
-Provide leadership and management oversight to area managers and support team. Departmental Lead for various projects, 20-Year needs review, and implementation of such programs.
 
-Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
 
-Ensure compliance with system safety programs to include follow-up on employee accidents, employee counseling, and employee education enforcement of safety rules. Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.
 
-Perform other assignments as requested by senior management.
 
Minimum Qualifications
- Bachelor’s degree in Project Management, Construction Management, Engineering, Finance, Business, Computer Science, Computer Programming, Computer Engineering, Information Systems, Information Technology, Software Engineering, Data Science, Cybersecurity, Planning or related field.
 
- In Lieu of a Bachelor’s Degree, a candidate may be chosen if (s)he possesses a minimum of ten years demonstrated transportation related experience, five of which must be demonstrated managerial experience.
 
- Experience managing technology and/or large projects that span over multiple departments and employees.
 
- Experience in project management and/or coordination operating and capital program projects.
 
- Must have proven record of effectively assessing complex problems, developing strategic solutions, and effectively and efficiently implementing corrective action plans. A self-starter who is able to meet deadlines and demanding changes. Ability to work with limited direction/support.
 
- Must possess strong analytical, leadership and problem-solving skills with ability to manage teams.
 
- Experience supervising represented and management employees.
 
- Proven record of motivating and developing employees.
 
- Knowledge of Operating and Capital budgets.
 
- Experience developing policies and procedures.
 
- Must possess project software skills.
 
- Extensive knowledge of personal computer applications to include; Microsoft Word, Excel, Access, PowerPoint, and Project.
 
- Must be able to demonstrate strong, effective, managerial, human relations, interpersonal and communication skills.
 
- Report on project work sites as required, 24x7.
 
- Experience working with venders and outside consultants.
 
Preferred/Desirable skills
- MBA or advance coursework in related field.
 
- Fully qualified on the operating rules and physical characteristics of the LIRR including Amtrak Zone A.
 
- Knowledge of union contractual agreements.
 
- Experience in capital and long-range planning (20 Year Needs Assessments).
