This is a Non-Represented Position.

Summary
The purpose of this position is to assist in the development of a cost effective 5yr annual operating and reimbursable budget for the Maintenance of Equipment Department and to prepare annual forecast projections and detailed monthly analysis explaining actual variances to budget and forecast. This position will also be responsible for providing various ad-hoc reporting and analysis as directed by Assistant Director.
Responsibilities:
Responsibilities may include but are not limited to:
- Develop zero base budget requirements for Maintenance of Equipment department to determine labor and material requirements to maintain MU and diesel fleet. Ensure all calculated budget and forecasted data is uploaded into Corporate FMS system and reconciled.
- Manage the preparation and submission of Monthly variance analysis to highlight and explain major variances of actual expenditures to budget and forecast. This includes financial categories of headcount, ST$, OT$, Material, non-payroll and reimbursable.
- Develop quarterly and midyear forecast to project anticipated annual expenditures compared to final budget submission. Identify initiatives that may have cash impacts different from accrued expenses. Identify potential offsets to unplanned initiatives
- Ensure MofE financial performance and cost for certain efforts, events, weather, damage claims are properly communicated to MofE staff through weekly and monthly reporting and meetings
- Mentor/train and supervise staff on creating queries and reporting from BSC people-soft and other financial databases.
- Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

Qualifications
(A)
Bachelor’s degree in business, Finance, Management, Computer Science or related field. In lieu of bachelor’s degree seven years of related experience will be considered.
Must possess three years progressively responsible, recent, related experience in budgeting, accounting or cost control.
Must possess thorough knowledge of accounting principles, budgeting & forecasting concepts.
Must possess advanced knowledge in various software computer applications, including MS Access, Excel (V-lookup, pivot tables), PeopleSoft, Hyperion (FMS).
Must possess ability to analyze reports, budget and initiate controls.
Must possess ability to translate corporate initiatives into a department budget.
Must possess strong analytical and presentation skills.
Must possess strong written & verbal communication skills.
Must possess mentoring, scheduling & other related management skills.
(B):
Advanced Degree.
Prior supervisory/management experience.
Detailed knowledge of collective bargaining agreements.
Knowledge of LIRR operations & interdepartmental relationships.
Detailed knowledge of LIRR systems (CTAMS, CAMS, MPS, BSC, LIMS) or equivalent external financial/operating systems

In addition to meeting the minimum requirements of the position, the selection process may include but is not limited to, a pre-screening assessment (i.e., physical, written, and/ or practical evaluation) and interview.
