Position Objective:

This position will develop, design, plan, budget, and supervise projects for track, switch, interlocking, and sustainable systems on the Hudson, West of Hudson, and Harlem Lines as they relate to the integrity of track structures on Metro-North Railroad in order to provide safe and reliable operation. Responsible for the most effective utilization of track forces, equipment, and materials to ensure the scope, schedule, and budget on each project is on time, within budget, and in compliance with FRA and Metro-North Railroad standards and regulations.

Responsibilities:

  • Design and prepare track analysis as it relates to switch and interlocking layouts and installations.
  • Assist in the evaluation of future major track maintenance and Capital programs which includes scope, schedule, and cost estimates.
  • Develop project scope and planning schedules for in-house projects to perform work safely and efficiently, in compliance with Metro-North’s Safety Program.
  • Direct subordinates in efficient use of budgeted resources and review allocation of personnel, materials, and equipment for all project work.
  • Coordinate all work efforts on interdepartmental projects with various department managers to ensure maximum productivity and efficiency.
  • Manage each project within the scope, schedule and cost ensuring compliance with FRA standards and regulations.

Required Qualifications:

Required Knowledge/Skills/Abilities:

 

  • Knowledge of track layout analysis and the ability to design and analyze interlocking and switch systems and site planning which impact tracks, culverts, and tunnels.
  • Knowledge of track structure and special track work, including repair, rehabilitation, and construction of track and the materials and equipment associated with the work.
  • Ability to analyze complex situations involving the layout of switch and interlocking components and make quick and effective decisions.
  • Strong oral presentation and written communication skills.
  • Project management and coordination skills which include quality control and assurance measures.
  • Strong ability to interact with internal departments as well as city, state, and federal agencies.
  • Ability to stay current on track and track structure issues as related to Railroad activities.
  • Knowledge of AutoCAD, MS Office Suite, and/or comparable PC applications.
  • Knowledge of FRA standards and procedures.
  • Knowledge of collective bargaining agreements.
  • Available and on-call 24 hours per day, 7 days per week as required.
  • Valid Driver’s license.

The Following is/are preferred:

  • NYS Professional Engineering License.

Required Education and Experience:

 

  • Bachelor of Science or bachelor’s in civil engineering or a related field.  Demonstrated equivalent education, experience, and/or technical credentials may be considered in place of degree to include 4 additional years of related technical experience.
  • Minimum five (5) years of progressively responsible experience in track and right-of-way environment, which includes constructing and rehabilitating track structures and their components (i.e., switch and interlocking) and supervising labor and/or professional staff.
  • Minimum of three (3) years of experience managing professional staff/diverse workforce and/or project management experience with adherence to safety standards, budgets, and deadlines.

Other Information

This position is safety-sensitive and subject to toxicological testing.

According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
