Position Objective:
Oversee, manage, and coordinate Transportation Department personnel providing Roadway Worker Protection (RWP) in support of Capital Projects for Metro-North Railroad territory in a safe and economically efficient manner while maintaining schedule integrity, and minimizing impact on operating plans and customer service.
Responsibilities:
- Ensure all RWP and Operating Rules are adhered to at Right of Way (ROW) construction work-site locations under position jurisdiction through daily on-site monitoring of projects and proximate train operations.
- Order Flag assignments to fulfill contractual obligations and ensure worksite safety and efficiency in the most economical manner practicable. Review project requirements and schedules to minimize impact on daily train operations.
- Maintain active liaison with other departments to ensure timely coordination of project status, support services required, operational impacts, and schedule integrity. Must be able to work with other Metro-North departments, outside agencies, and private contractors.
- Ensure that projects requiring Transportation support are covered through coordination of daily activities and confirmation on the availability of requested Conductor/Flag positions with the Crew Management Center.
- Manage, supervise, and coordinate activities with Trainmasters – Capital Projects to ensure proper coverage of all project sites under jurisdiction.
- Verify Flag assignment payroll documents. Ensure proper maintenance of cost controls through budgetary and contractual compliance using JOTS, CMS, Capital Construction Management and I&C. Verify all time claims generated within the area of responsibility to assure fiscal compliance.
- Liaison with the Rules Department in which Operating Rules documents are drafted and issued in support of Capital Projects.
- Direct construction activities with MNR train operations, maintenance work activities, and other projects and programs. Develop a monthly plan to track outage requirements and implement it on a weekly/daily basis to ensure limited disruption to service.
- Review construction and staging plans as they affect the operating envelope. Have a firm understanding of Track, Signal, and Power systems as they relate to project support, ensuring the least impact on Metro-North’s operation.
- Coordinate train staffing in support of Capital Projects with the Crew Management Center. Select, develop, and motivate staff and provide career development for team members. Provide effective coaching and counseling. Manager team and individual performance. Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential.
Required Knowledge/Skills/Abilities:
- Working knowledge of construction methods and materials with the ability to understand blueprints and schematics.
- Familiarity with train equipment, train cycles, and equipment programs.
- Familiarity with Track, Communication and Signal, traction power, rail equipment components and operation.
- Knowledge of ACRE labor agreements or comparable labor agreements.
- Knowledge of Federal Railroad Administration (FRA) regulations.
- Ability to assess and correct problems in stressful situations with tight time constraints.
- Strong leadership and interpersonal skills to facilitate and execute coordinated inter-departmental service delivery.
- Strong oral and written communication skills with the ability to communicate effectively with all levels of the organization and with outside agencies.
- Ability to work effectively with various Metro-North Operating Departments, contractors, and personnel, as well as with outside agencies.
- Ability to work nights and weekends, and to be on call seven days a week when required.
- Valid driver’s license.
- Knowledge of (or must gain within 6 months of hire), Metro-North Train Service Manual, Crew Management System (CMS), TMIS, IMS, and AMS.
The following is/are preferred:
- Familiarity with yard layout and plant specifics.
- Familiarity with budget processes.
Required Education and Experience:
- Bachelor’s Degree in Transportation, Business, Public Administration, or other related field. Demonstrated equivalent experience, education, and/or technical credentials to include an additional 4 years of related experience may be considered in place of a degree.
- Minimum of seven (7) years of progressively more complex experience in a Transportation Operations environment with an emphasis on service delivery.
- Minimum of five (5) years project management experience and/or supervision of a diverse workforce in an Operations Environment.
- Must be qualified on the Metro-North Railroad or a comparable commuter railroad Rules of the Operating Department and Air Brake and Train Handling Instructions. If not qualified, the successful candidate must be qualified within six (6) months from date of hire.
- Must be qualified on the physical characteristics of assigned territory. If not qualified, the successful candidate must become qualified on the physical characteristics of the assigned territory within six (6) months from the date of hire.

This position is safety-sensitive and subject to toxicological testing.
According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).
Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
