Summary
The Manager, Force Account Implementation, manages the team responsible for facilitating, evaluating, prioritizing, and monitoring MTA force account services in support of the MTA’s Capital Program. This position is responsible for ensuring the optimal provision of operating agency support personnel and equipment for MTA C&D projects, including construction flaggers, work trains, and track access, for MTA C&D projects. The Manager supports the Senior Director manages the supply and demand of these resources, and makes decisions regarding priorities, working with other stakeholders in the operating agencies and C&D, particularly the Delivery business units. This position also supports and executes C&D initiatives to optimize resource usage, improve project delivery, generate support resource efficiencies, and reduce support costs, working closely with operating agencies.
Responsibilities
Manage and develop a diverse team of “force account resource analysts” working closely and collaboratively with operating agencies in support of all C&D departments; the team is responsible for facilitating all resource requests (i.e. flagging, access and protection, work equipment, and track access, etc.)
Manage resource supply and demand to optimize utilization; identify and create resource efficiencies, such as track access piggybacking opportunities.
Oversee implementation of all force account resource requests; evaluate and prioritize requests as needed. Train, provision, and manage user access to necessary programs.
Work closely with various operating agency divisions, such as NYCT Service Delivery, Maintenance of Way, and Operations Planning, to develop and maintain dynamic resource projections.
Identify resource opportunities/synergies to maximize productivity.
Develop and distribute reports for executive management, project teams, and agency staff on resource planning.
Education and Experience
Bachelor’s degree in Transportation, Construction Management, Business, Public Policy, or a related field.
Minimum of six (6) years of work experience in Transportation, Construction Management, Infrastructure, Finance, Planning, or a related field.
Familiarity with the MTA’s operating agencies and their construction support resources.
Knowledge of MTA force account practices, procedures, rules, and regulations, including flagging rules, track access requirements and restrictions, work train safety procedures, staffing requirements, etc.
Knowledge of MTA force account systems and applications, including TA Labor Construction System (TLCS), Unified General Order System (UGOS), Construction Flagging Computerized Initiative (CFCI), and Consolidated Work Train Manifest System (CWTMS).

As an MTA Construction & Development employee, you may be required to complete the New York State financial disclosure statement – annually if your position earns $105,472 (this figure is subject to change) per year if the position is designated as a policymaker.
