JOB TITLE:                         Emergency Communications Supervisor

SALARY:                             $66,096.65* (salary non-negotiable)

DEPT/DIV:                         MTA Police Department

SUPERVISOR:                    Commanding Officer, Emergency Communications Center             

LOCATION:                        33-01 Northern Boulevard, Long Island City, NY 11101

 

*This position is an IBT 808 represented role and therefore covered by a collective bargaining agreement.

 

SUMMARY

 

The Emergency Communications Supervisor is responsible for operational oversight and direct management of the Emergency Communications Operators assigned to the Emergency Operations Center maintaining at all times, a comprehensive situational awareness of safety and security events across all Metropolitan Transportation Authority property.

 

RESPONSIBILITIES:

 

  • Supervise and distribute work assignments to personnel in the Emergency Operations Center tasked with receiving and dispatching emergency responders to calls for service.
  • Ensure adequate staffing of the Emergency Operations Center 24hours, 7 days a week and generate projected staffing needs and overtime analysis reports.
  • Perform investigations and system audits to ensure compliance with procedures and initiate quality assurance reviews of high-profile incidents.
  • Review and enter payroll for personnel assigned to the Emergency Operations Center.
  • Perform system readiness checks to ensure all emergency equipment is at an operational ready state.
  • Execute relocation procedures to move the Emergency Operations Center to a predetermined off site backup location for instances when the primary location is compromised.  Standup and oversee operations at the backup Emergency Operations Center.
  • Maintain situational awareness of on-going incidents on MTA property and within the jurisdictions throughout the MTA operating area.
  • Maintain working knowledge of locations, terminology, operating procedures, and emergency action plans for 6 railroads (Metro-North, Long Island Railroad, Staten Island Railway, Amtrak, NJ Transit and NY & Atlantic Railway), the New York City Subway System and all facilities of the Triborough Bridge and Tunnel Authority.
  • Represent the MTA in activations of the New York City Emergency Management Virtual Operations Center during major incidents, hazardous weather events and civil emergencies.
  • Activate and manage the MTA All Agency Virtual Situation Room during incidents that impact MTA operations and generate periodic MTA System-Wide Situation Reports.
  • Retrieve and provide telephone and radio recordings of police incidents to be used in court proceedings in accordance with New York State Discovery Laws.
  • Enter and remove wanted person records from state and federal law enforcement databases as requested by the courts.
  • Develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
  • Train and certify new Emergency Communications Operators.

 

KNOWLEDGE, SKILLS, & ABILITIES:

 

  • Solid oral and written communication skills
  • Proficiency in Microsoft Office and other applications.
  • Basic keyboarding ability.
  • Ability to prioritize tasks.
  • Ability to analyze and document information.
  • Ability to make critical decisions based on current data, past experiences, and business rules.
  • Demonstrated ability to work in a high-profile, high-pressure environment effectively.
  • Ability to work rotating and non-traditional tours (evenings, overnight, weekends, holidays).
  • Ability to work during natural disasters, major weather events and civil emergencies.
  • Ability to be held for mandatory overtime. 
  • Ability to maintain access to state and federal law enforcement and homeland security databases.
  • Must pass police background investigation.

 

EDUCATION & EXPERIENCE:

 

  • A bachelor’s degree or the equivalent in progressively responsible experience
  • A minimum of 5 (five) years’ experience working in a dispatching or emergency service environment.

 

PREFFERED:

  • Minimum one (1) year of supervisory experience.
  • Familiarity with the MTA’s policies and procedures.
  • Familiarity with the MTA’s collective bargaining procedures.
