Position Objective:

 This position supports in designing, managing, coordinating, configuring, installing, maintaining, and operating Metro-North’s network communication infrastructure for the PTC Office Subsystem with control centers and Remote Maintenance Servers and Workstations at Several Communication & Signals (C&S) Headquarters. Metro-North Railroad now has a fully functional PTC system operational on all lines with over 110 Wayside Locations & Radio Base Stations, 4,000 Transponders, and over 550 train cars. The Office System provides central oversight to the PTC System for monitoring incidents, troubleshooting, and repairs. This position directs and provides technical oversight to over 150 employees consisting of contractors, engineering consultants, Metro-North Railroad Non-agreement employees from PTC, C&S, M of E as well as C&S agreement staff. Provide operational support and leadership for the PTC Office System to mitigate operational issues, train delays, noncompliance to regulations and FRA fins. This position is safety critical for the Federal Railroad Administration (FRA) mandated PTC System under 49 CFR 236 Subpart I.

Responsibilities:

  • Provide support necessary to maintain system functions, and implement upgrades, replacements, and modifications to the Metro-North communication systems.  Oversee and participate in installing, maintaining, troubleshooting, and repairing network equipment.  Configure network switches and communication devices, open ports on servers and lead the technical training as necessary, and provide general leadership to the team.  Make necessary changes to the network and document accordingly utilizing our configuration management (CM) process.
  • Assist in providing communication solutions to Metro-North internal and external groups.  Partner with PTC Wayside communications and MNR infrastructure to collaborate on any and all PTC issues along the Northeast Corridor.  Determine necessary infrastructure and components obtain and/or develop needs and manage updates once implemented.  Develop solutions during any issues by using troubleshooting skills and experience.  Manage day-to-day network office operations – use the network management system to locate issues and respond accordingly – to ensure all devices are operating properly and guide the team in the performance of preventative maintenance and to respond to issues.  Troubleshoot and resolve more complex issues.  Respond to the field locations to investigate and resolve issues and emergencies at any time and at any location.    
  • Assist in establishing testing procedures and training necessary for network troubleshooting and successful deployment.  Develop/identify training needs and procedures to ensure industry best practices are being followed.  Identify training needs of applicable field employees and recommend training accordingly. 
  • Provide network support for the communication interfaces with MTA-IT, Amtrak, New Jersey Transit, Norfolk Southern, CSX, CP, and four other Class 2 tenants.  Ensure connectivity to Amtrak, collaborate and partner with other Railroads regarding common network and design features/systems, and participate in forums and inter-railroad groups to build a knowledge base designed to address common issues, and work to resolve the issue together.
  • Act as the lead in supporting the Metro-North Safety Program through the execution of required activities and policies associated with personnel working on or about the right-of-way and other field locations by providing job safety briefings to ensure everyone’s safety.
  • Select, develop, and motivate staff and provide career development for team members.  Provide effective coaching and counseling.  Manage team and individual performance.  Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential.

Required Qualifications:

Required Knowledge/Skills/Abilities:

 

  • Strong knowledge and experience with carrier WAN technologies including SONET, DWDM, Digital Cross Connect System.
  • Demonstrated experience with configuring and troubleshooting network hardware: Juniper & Cisco Routers, Firewalls, and Switches.
  • Knowledge of routing protocols (i.e., EIGRP and OSPF)
  • Experience with Unix, Linux, Windows Server, and Virtual Machine (VM) operating systems.
  • Knowledge of Network Management System (NMS)
  • Knowledge of Microsoft Visio and/or CAD or comparable tools.
  • Strong analytical skills to analyze new and existing products, equipment and/or procedures.
  • Thorough understanding of network software and hardware systems.
  • Must be able to work in a high-profile/high-pressure environment.
  • Strong oral and written communication skills.
  • Strong interpersonal skills with the ability to effectively interact with internal departments and outside agencies.
  • Ability to manage and train others.
  • Strong project management skills.
  • Demonstrated experience installing, maintaining, and troubleshooting network equipment. Must be able to implement and participate in the Metro-North Railroad Safety Program.
  • Must be able to work outside of normal working hours as needed to support maintenance, troubleshooting failures, and systems projects.
  • Must be available to work 24 hours 7 days a week as required.
  • Valid driver’s license required.

Required Education and Experience:

 

  • Bachelor’s Degree in Computer Science, Computer Engineering, Electrical Engineering, or related field. Demonstrated equivalent experience, education, and/or technical credentials to include four (4) additional years of related experience may be considered in place of a degree.
  • Minimum five (5) years experience of digital data communications to include, but not limited to:
  • Network configuration& management, network design, data communications including VPNs, etc.
  • LAN/WAN network, router, and switch configuration and maintenance, including TCP/IP, SNMP, RIP2, OSPF Protocols.
  • Minimum three (3) years of progressively complex management experience managing projects and a diverse workforce.

 

The following is/are preferred, but other satisfactory combinations of relevant experience, education, and/or technical credentials will be considered:

  • CCNA, CCNP, CISSP, CompTIA Network, or equivalent professional network certification.
  • Familiarity with Metro-North Policies and Procedures.
  • Knowledge of Microsoft Azure or other cloud services

This position is safety-sensitive and subject to toxicological testing.

Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
