Position Objective:

This position is responsible for assisting Fleet Management Office’s (FMO) Assistant Directors in providing centralized control, coordination, communication and direction to Transportation Department and Mechanical Department Employees to maximize use of Metro-North’s fleet of rolling stock to meet daily service and maintenance requirements. Providing support in continuous decision making relative to the utilization of rolling stock to support Transportation and Maintenance of Equipment objectives. Providing assistance analyzing and participating in initiatives to reduce equipment assets and operational costs.

Responsibilities:

  • Communicate and distribute all special equipment manipulations to Yardmasters and field employees. Special equipment manipulations include but are not limited to Normal Schedules, Pre-Holidays, Holidays, Special Events, Group Moves, Special Projects, HVAC group needs, Charter Trains, Fumigation needs, E-Cleans, ICCs, and wash Cycles.
  • Provide direction to TCU Staff and Yardmasters to solicit rolling stock availability from Mechanical Department, maintain updated information and communication, ensure accurate information within critical systems, guide decision making process regarding consist compliance and customer satisfaction, prepare equipment to operate as unscheduled of extra train to support service or Federal Railroad Administration (FRA) mandated inspection and maintenance.

 

  • Monitor and report on fleet status throughout a service day, which includes: consistent location and availability analysis, diesel fuel reporting, and fuel cycle projections, and recommend consistent cycle manipulations for fuel, servicing, and consistent compliance. Maintain status of fleet’s availability, out-of-service records, and equipment defect information.
  • Assist the FMO Assistant Director in providing fleet manipulations to support service to Yardmasters, transportation, and mechanical employees to ensure the most efficient use of Metro-North’s fleet.
  • Communicate and Collect real-time Fleet status information from Yardmasters, OCC, Transportation, and Mechanical employees. Ensure accurate information within critical systems such as Equipment Management Information System (EMIS), Train Management Information System (TMIS), Asset Management Information System (AMS), Incident Management System (IMS), and PC applications and files to produce reports, office records and assist in the execution and maintenance of system programs.
  • Plan and coordinate the movement of scheduled and non-scheduled equipment maintenance and repairs.
  • Coordinate and communicate the field evaluation, disposition, and repair of defective equipment compliant with FRA Regulations and Metro-North Rules with Metro-North railroad personnel. Promote a safe work environment and ensure safe practices within the office and throughout MNR.
  • Select, develop, and motivate staff and provide career development for team members. Provide effective coaching and counseling. Manager team and individual performance. Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential.
  • Other duties as assigned.

Required Knowledge/Skills/Abilities:

 

  • Basic knowledge of rail transit operations and rolling stock (equipment) including familiarity with Operation Manuals, Federal Railroad Administration (FRA) Regulations, and timetables.
  • Knowledge of TCU and ACRE collective bargaining agreements or the ability to become familiar within 6 months of hire.
  • Strong written and verbal communication.
  • Strong management and coordination skills.
  • Ability to make decisions in a time-sensitive work environment with competing demands while performing multiple tasks.
  • Working knowledge of Microsoft Office and /or comparable applications.
  • Ability to implement and participate in Metro-North Railroads safety programs.
  • Must be available to be on call 24 hours/ 7 days a week as required.

 

The following is/are preferred:

 

  • Familiarity with Metro-North Railroad Train Management Systems or similar fleet tracking systems.
  • Familiarity with MNR Equipment Tracking Systems (TMIS, AMS, IMS).
  • Familiarity with train and crew scheduling.

 

Required Education and Experience:

 

  • Associate Degree in Business, Transportation, Engineering and/or related field. Demonstrated equivalent experience, education and/or technical credentials to include two (2) additional years of related experience may be considered in place of a degree.
  • Minimum of two (2) years of experience within one of the following positions (including training periods): Conductor, Locomotive Engineer, Rail Traffic Controller, Yard Conductor, Yardmaster, PEP Fleet Management Analyst, Fleet Management Office Clerk, or Mechanical Personnel - QMP Qualified: Tech Supervisor, Mechanical Foreman, Foreman General and General Foreman.
  • Minimum of two (2) years of experience managing a staff, projects, or process.

 

Other Information

According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
