Position Objective:

This position is responsible for managing and directing the coordination of all technical aspects of the Positive Train Control (PTC) System installation, upgrades, maintenance, and accompanying activities including, but not limited to, the design, oversight, and coordination to ensure compatibility with the existing fleet, wayside and operating parameters. This position will oversee all areas regarding the new design, manufacturing, testing, maintainability (manuals, maintenance allocation charts, bills of material, etc), and acceptance of the PTC system and will be the technical lead of the PTC project to ensure, training materials, test plans/procedures, and installation instructions for the acquired PTC system; both hardware and software. This position will work closely with internal engineers, and consultants to ensure that the PTC system functions as designed; also serve as the direct liaison with the assigned FRA PTC Specialist to ensure that the PTC system is appropriately tested and follows 49 CFR Subpart I requirements and MNR PTC Safety Plan.

Responsibilities:

  • Assist in overseeing the specification development, design, implementation, and procurement activities for the Positive Train Control system installation, operational improvements, and capital upgrades. This includes oversight of the manufacturers to ensure that systems are built in compliance with the technical specifications.
  • Assist in coordinating both the Design and Construction Phase of Projects by providing cost and schedule estimates, preparing project plans, and coordinating the project design team.
  • Prepare reports on project status and initiate corrective action to achieve project objectives.
  • Direct and manage the operational improvements, functional upgrades, and Capital changes to Positive Train Control (PTC).
  • Serve as the technical lead of the PTC project, ensuring all engineering decisions and review of design documentation, training materials, test plans/procedures, and installation instructions.
  • Ensure that the PTC system functions as designed and meets all reliability, availability, maintainability, and safety requirements, as well as ensure that the PTC system is in compliance with FRA regulations.
  • Serve as the technical lead of the PTC project, ensuring all engineering decisions and review of design documentation, training materials, test plans/procedures, and installation instructions.
  • Assist in reviewing and approving design submittals, drawings, and site plans, and approve test equipment, training simulators, and testing racks for PTC Lab.
  • Assist in coordinating activities between the various groups (Communications, Signal, Safety, Control Systems, Transportation, Maintenance of Equipment (M of E), Track and Structures, centralized Train Control (CTC), and 3rd party contractors) and facilitate design, construction, testing, and commissioning of PTC.
  • Work closely with Force Account (F/A) Personnel to ensure all the equipment is installed on the Wayside.
  • Select, develop, and motivate staff and provide career development for team members. Provide effective coaching and counseling. Manage team and individual performance. Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential.

Required Qualifications:

Required Knowledge/Skills/Abilities:

 

  • Strong verbal and written communication skills.
  • Strong knowledge of cab signal and advanced train control technology and system configurations.
  • Strong knowledge and experience in the integration of C&S and PTC equipment.
  • Knowledge of MNR/FRA/NYDOT/CDOT (or equivalent) regulations and procedures.
  • Knowledge of the Train Wayside, On-board, and Office PTC systems.
  • Knowledge of system installations, testing of hardware and software, and commissioning process.
  • Understanding of Configuration Management/Asset Management.
  • Experience with the functions of railroad Control Center Operations.
  • Knowledge of requirements for the construction of Interlocking and Signal systems.
  • Strong working knowledge of Microsoft Office and/or comparable applications.
  • Strong analytical skills in order to analyze new and existing products, equipment and/or procedures.
  • Must be able to recommend improvements or replacements to better support PTC.
  • Must be able to work in a high-profile/high-pressure environment.
  • Strong interpersonal skills with the ability to build effective working relationships with internal departments and outside agencies.
  • Strong leadership and project management skills.
  • Must be able to implement and participate in Metro-North Railroad’s Priority One Safety Program.
  • 24-hour 7-day availability required.
  • Valid driver’s license.

Required Education and Experience:

 

  • Bachelor’s degree in Electrical or Computer Engineering. Demonstrated equivalent experience, education, and/or technical credentials to include four (4) additional years of related experience may be considered in place of degree.
  • Minimum of ten (10) years of Railroad experience specializing in C&S/PTC and Office.
  • Minimum of seven (7) years of experience within the field of Test Engineering, including testing of Signal Systems.
  • Minimum of five (5) years of experience managing a professional staff/diverse workforce and/or managing projects with adherence to deadlines.

Other Information

This position is safety-sensitive and subject to toxicological testing.

According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
