Summary
Direct and lead the activities of Transportation Department Supervision to produce specified exceptional standards of operational safety, on-time performance, and safe, comfortable and courteous service to our customers.
Responsibilities:
Responsibilities may include but are not limited to:
- Direct and lead the activities of Transportation Department managers and supervisors to deliver exceptional operational safety, on-time performance, communications, customer comfort, etc.
- Develop an area plan and a vision and maintain effective operating procedures. Ensure effective communications among staff, as well as all appropriate internal and external employees/representatives.
- Provide leadership to ensure overtime costs and penalty payments are properly managed for all crafts within the Transportation Department.
- Directly oversee investigations involving Transportation Department employees and other incidents and ensure that proper documentation is completed.
- Ensure investigations are thorough and provide feedback on content and quality of same.
- Ensure that discipline is equitably and consistently assessed.
- Take a lead role in providing direction and oversight for the Management Development Program, especially as it relates to employee development, motivation, and individual development plans. Coach employees as well as give and receive honest, direct, constructive feedback. Review direct reports and provide performance evaluations. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
- Perform all other assignments at the request of senior management.
- If an applicant is Engine Service Qualified (ESQ), maintaining a valid Locomotive Engineer Certification and is not on the active-duty Locomotive Engineer roster, they will be required to provide Engine Service coverage during Engine Service manpower shortages.
Qualifications
- Must have a Bachelor's Degree in Business, Transportation, or related field. Demonstrated, directly related, equivalent experience and education may be considered in lieu of the degree, subject to approval.
- In lieu of a Bachelor's Degree, a candidate may be chosen if (s)he possesses a minimum of 12 years' demonstrated transportation experience, seven of which must be demonstrated operations managerial experience.
- Progressively responsible recent operations management/supervisory experience.
Experience supervising both represented and management employees, with responsibilities toward a department or section budget. - Strong operating background, including familiarity with FRA Regulations for Train, Track, and Equipment Operations. Working knowledge of crew and equipment manipulations.
- Familiarity with Terminal Emergency Action Plans and other contingencies.-Proven record as a successful manager, with expertise and experience managing train crews, equipment and schedules.
- Fully qualified on the operating rules and physical characteristics of the LIRR, including Amtrak Zone A or the ability to qualify on Zone A within six months of appointment. Qualified on all LIRR equipment, air brake systems and troubleshooting procedures.
Excellent, effective leadership, problem-solving, human relations, interpersonal, and written and oral communication skills. - Working knowledge of software computer applications.
- Record of working effectively in a team environment, within and beyond the department.
- Sophisticated understanding of situational awareness, situational leadership, and emotional intelligence.
- Expert analytical and judgement skills, with the ability to make timely and effective decisions in a stressful or emergency environment.
- Experience handling labor relations/union issues and administering organizational policies and procedures.
- Impeccable professional ethics, with the ability to manage change and to help build an effective and productive organization.
- Must have completed the mandatory e-train curriculum (14 courses) for Level 2 managers.
- Must be available consistent with 24 hours/day, 7 days/week operational demands.
- Must provide 24-hour coverage for Weekend Superintendent Duty as required.
- Must possess a valid driver's license from the state of your legal residence.
The following are additional requirements specific to each position:
Superintendent -Train Service:
Certified Conductor with strong knowledge of CFR 242 Qualification and Certification of Conductor requirements.
Knowledge of collective bargaining agreements covering Train Service employees.
Experience handling labor/union issues and administering organizational policies and procedures.
Superintendent - Penn Station Central Control:
Strong working knowledge of Amtrak, LIRR, and New Jersey Transit (NJT)operations in Penn Station.
Familiarity with Joint Facility and Joint Venture Agreements.
Experience as Block Operator, Train Dispatcher, or Supervisor-Train Movement.
Superintendent - Terminal Operations:
Strong working knowledge of Amtrak, LIRR, and NJT operations in Penn Station and Flatbush Avenue Terminals.
Superintendent - East End Operations:
Strong working knowledge of east end operations.
Extensive field experience to include emergency response, bussing, Summer service and Special Programs.
Superintendent - Engine Service:
Engine service qualified, with experience as Designated Supervisor Locomotive Engineer (DSLE).
Strong working knowledge of all LIRR equipment and air brake systems.
Strong working knowledge of CFR Part 240.
Superintendent - Train Movement:
Strong working knowledge of train operations for entire LIRR system.
Experience as Block Operator, Train Dispatcher or Supervisor-Train Movement (preferred).
Superintendent - Rules & Air Brake Procedures & Regulatory Oversight:
Proven ability to oversee and translate operating rules and practices into practical classroom applications.
Extensive knowledge of CFR and FRA mandates.
Strong working knowledge of Federal, State, and corporate regulations governing LIRR operations.
Superintendent - West End Operations:
Strong working knowledge of Jamaica Terminal, yard facilities, and surrounding territory.
Ability to plan, develop, and implement extensive track outages with minimal impact to customers and OTP.
Superintendent - PM Operations:
Strong working knowledge of Jamaica Terminal, Penn Station, Atlantic Avenue Terminal, and surrounding territory.
Ability to plan, develop, implement extensive track outages with minimal impact to customers and OTP.
Superintendent - Capital Projects:
Strong working knowledge of operations.
Experience working on Capital Projects property wide.
Other Information
In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to, a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make-up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than ten sick days without medical documentation in two of the last three years is considered unsatisfactory attendance. Not all qualified applicants are guaranteed an interview due to the competitive selection process. A medical examination and safety-sensitive drug/alcohol test may also be required.
