COMPENSATION
Salary Range: $100,700 - $142,929 Level C
RESPONSIBILITIES
This position will closely collaborate with NYCT Dept. of Subways and MTA Construction & Development to develop track access plans that balance the need to provide high quality transit service with the implementation of the Capital Program, right-of-way and station maintenance programs, and other initiatives requiring access to tracks and stations to support MTA goals and operations. The role involves a combination of strategic negotiation, problem-solving, and the ability to adapt plans to changes in internal and external background conditions, as well as the ability to clearly and effectively communicate complex information to different stakeholders.
Job duties include:
- Direct the systemwide process by which track access for capital, maintenance and other work throughout the subway system is planned, budgeted, scheduled, approved, and implemented.
- Manage the track access needs of all departments (MTA C&D, DOS-Service Delivery, DOS-MOW, DOS-Stations, DOS-DCE, other MTA agencies, and outside agencies), maximizing track access productivity within multiple resource constraints, while minimizing conflicting track outages and passenger inconvenience.
- Forecast support costs for service changes and alternative services.
- Manage development, in coordination with the Department of Buses (DOB), of substitute bus service when track access requires partial or full line segment closures.
- Provide background information to outreach and external communications offices within the MTA, as well as to senior management at NYCT, MTA Construction & Development, and MTA Headquarters.
- Respond to emergencies that affect the delivery of rail service and that require rapid development and communication of alternative service plans.
EDUCATION AND EXPERIENCE
Baccalaureate Degree Required, major field of study in Transportation Management, Economics, Systems Analysis Engineering or other Urban Planning and twelve (12) years full-time paid experience in such areas; of which six (6) years must have been in a supervisory or managerial capacity.
DESIRED SKILLS
The ideal candidate will possess:
- Extensive and extremely detailed knowledge of NYCT rail system, including rail configuration, switches, signals, track capacity, station layouts and station capacity.
- Extensive knowledge of ridership volumes and patterns throughout the subway system.
- Knowledge of train operating rules and procedures and safety standards.
- Extensive knowledge of NYC geography (streets, bridges, neighborhoods, and bus routes.)
- Knowledge of bus planning and scheduling practices.
- Knowledge of construction practices and techniques.
- The ability to negotiate and to adapt quickly to changing conditions and priorities.
- Strong analytical and strategic thinking capabilities.
