Manager – Track and Data Coordinator

Position Objective:

This position will assist in developing and maintaining track data, such as Track Department maintenance and production work, temporary track conditions, and track defects, while gradually taking on analytical responsibilities. The manager will assist the Assistant Deputy Director and Assistant Director with the weekly/annual Track Usage meetings by drafting/compiling the weekly Track Usage document to aid in coordination efforts amongst the various user groups requesting track outages. This position will assist in monitoring MofW mapping projects and will also investigate and audit the track outage process to ensure peak efficiency

Responsibilities:

• Develop, review, and maintain existing departmental databases that monitor reported defects, safety items, and maintenance requests to prioritize issues to ensure the safe passage of trains and compliance with FRA requirements and mandates.
• Investigate granted track outage windows to ensure the coordinated Track Usage plans are adhered to. Audit the track outage process to ensure peak efficiency from both the track requestor and track outage granter.
• Assist in the coordination of the weekly/annual Track Usage meetings including mapping efforts for specific outages and the weekend outage plans.
• Assist in the drafting and coordination of Daily Train Operation Bulletin Orders (DTOBOs) to identify necessary train operations rules changes and prepare related documentation communicating such changes to all impacted Operational employees to ensure the safety of affected employee(s) and communicate to all necessary parties.
• Assist in the analysis of departmental data to identify themes, trends, and correlations and assist with recommending and prioritizing Track corrective actions to improve the efficiency of track usage.
• Perform all other special projects and related duties as assigned by the Assistant Deputy Director Track and/or Assistant Director Track.

Required Qualifications:

Required Knowledge/Skills/Abilities:

• Strong organizational, planning, and coordination skills.
• Ability to multi-task and work on multiple projects simultaneously while adhering to deadlines.
• Strong knowledge of AutoCAD and Microsoft Office Suite in particular Excel.
• Strong oral and written communication skills.
• Strong analytical skills and the ability to analyze data.
• Ability to interact with all levels of Management within Metro-North.
• Strong data management skills including database operations.
• Knowledge of or ability to learn Railroad operations.
• Ability to be on call 24 hours, 7 days per week, as necessary.
• Valid Driver’s license.

Preferred Knowledge/Skills/Abilities:

• Knowledge of track infrastructure and Capital Projects.
• Knowledge of Maintenance of Way Departments.
• Knowledge of the FRA and MNR requirements for Efficiency Testing.
• Knowledgeable in the Capital Project Management development.
• Knowledge of labor agreements and their implementation.

Required Education and Experience:

• Bachelor’s degree in Engineering, Business, or a related field.
• Minimum three (3) years of railroad-related experience.
• Minimum two (2) years of experience managing staff/diverse workforce and/or projects.
• Completion of the Metro-North Engineer in Training may be considered in place of the above experience requirements.

This position is safety-sensitive and subject to toxicological testing.

According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
