Summary
The Senior Manager Contracting Services supports senior management with executing core procurement tasks and functions. This includes supporting the award of $2-$3B in new consultant contracts each year and supporting the management of changes on contracts valued at approximately $5B.
Responsibilities
Conduct solicitations of new contracts and contract modifications and lead the award process to ensure compliance with all applicable laws, regulations, and policies.
Ensure that contract files properly document the procurement and decision-making process to promote the efficient operation of the Contracts Department.
Conduct review and analysis of technical and cost proposals.
Draft, edit, and otherwise contribute to reports generated for MTA agency executives and senior staff.
As required, provide status updates on the relevant tasks and activities to agency officers.
Ensure utilization of DBE, MWBE, and SDVOB vendors in contracts to increase diversity and comply with MTA policies and guidelines, including preparation of relevant documents and coordination with the Department of Diversity and Inclusion.
Education and Experience
Bachelor’s Degree in Business Administration, Public Administration, Engineering, Finance, Law, Government Contracting, or a related field.
Must have a minimum of six (6) years of related experience.
Must have a minimum of two (2) years experience in the management of contracts/procurement projects or supervisory roles.
Competencies:
Experience working in and with public sector procurement management principles, government project administration, and government bid processes.
Strong interpersonal, analytical, problem-solving, organizational, negotiation, and communication skills.
Knowledge and experience with contract terminology, terms and conditions, procurement, and construction management (including the ability to interpret construction documents and schedules).
Knowledge and experience with relevant local, state, and federal laws, including federal and state procurement laws, rules, and regulations.
Ability to comprehend, analyze, and interpret complex business documents, including technical and cost proposals.
Advanced knowledge and use of Microsoft Office Suite.
