Summary   
Responsible for daily inspection/running repair/fleet cleaning operations for the LIRR electric MU fleet, MofE Central Control, and departmental operational and technical support of large-scale capital projects to ensure availability of the required equipment to provide our customers with a comfortable, safe, reliable transportation service. This position provides the management and oversight of emergency field response by MofE to operational incidents, disabled equipment, and delays. 
Responsibilities:   
  
Responsibilities may include but are not limited to:   
  • Direct and establish methods, standards, and procedures relative to all fleet operation activities; including, but not limited to planning of fleet status, blue flagging, tracking of federally mandated daily inspections and tests, incident response, and customer comfort issues such as MU (multiple unit) interior car cleaning, toilet servicing and repair, and HVAC running repair. 
  • Ensure open and active lines of communication with the CMO (Chief Mechanical Officer) and other department managers to ensure all MU (multiple units)/diesel field operations are consistently performed per corporate and mandated policies and programs. 
  • Provide daily direction and leadership to staff and ensure appropriate personnel are at the scene of all major service disruptions on a 24-hour day, 7-day per week basis. Responsible for managing the dispatching of emergency vehicles, tools, uniforms, and supplies. 
  • Provide direction and leadership for the coordination of special road operations and procedures during adverse weather conditions; direct the implementation of emergency notification procedures. 
  • Provide direction and leadership to subordinate staff on equipment maintenance procedures, inspection criteria, and running repair activities consistent with the needs of passenger and freight services as well as FRA regulations. 
  • Ensure safety policies and procedures/standards are always adhered to and prioritize how they affect our employees’ and customers’ safety. Ensure a safe work environment for all employees and develop preventative initiatives. 
  • Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential. 
  • Serve as a senior staff member of the Maintenance of Equipment Department. All other activities at the request of senior management. 
Qualifications  
A) 
  • Bachelor’s Degree in Business, Management, Engineering, or other relevant fields. Demonstrated, directly related, equivalent experience and education may be considered in place of the degree, subject to approval. 
  • 10 or more years of progressively responsible, recent related technical and managerial/supervisory experience in line management. 
  • Must possess experience in the rail transportation field with a concentration on rail car equipment including rolling stock maintenance, component replacement, and shop equipment maintenance with an understanding of the criteria for MU (multiple units) and diesel-hauled maintenance in a field/shop environment (or demonstrated equivalent). 
  • Must have prior experience managing a staff (preferably both craft/represented and management employees) and responsibility towards a section/department budget. 
  • Must possess knowledge of the Code of Federal Regulations relating to passenger railroad operations, inspection, and maintenance. 
  • Must possess the ability to effectively direct complex multi-dimensional operations. 
  • Must possess knowledge of applicable Collective Bargaining Agreements (or equivalent), maintenance scheduling, and production oversight. 
  • Must possess strong leadership, managerial, operational, administrative, and analytical (cause analysis) skills. 
  • Must possess proven sound judgment, problem-solving, decision-making, human relations, and communication skills. 
  • Must be a competent and seasoned leader who will develop the capacities of the organization. 
  • Must have the ability to formulate plans and develop solutions to complex issues. 
  • Must be able to manage the budget process effectively. 
  • Must have the ability to maintain a strong working relationship with various labor organizations to work through day-to-day and complex issues. 
  • Must possess the ability to manage the department's administrative responsibilities effectively. 
  • Must be proficient in LIRR operations, particularly the operations division. 
  • Must be well-versed in LIRR policies and procedures. 
  • Must have experience in a policy-making position(s).

Other Information  
In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to, a pre-screening assessment (i.e., physical, written, and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make-up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than ten sick days without medical documentation in two of the last three years is considered unsatisfactory attendance.  Not all qualified applicants are guaranteed an interview due to the competitive selection process. A medical examination and safety-sensitive drug/alcohol test may also be required.
