Position Objective:

To coordinate Force Account Services and, manage the planning, designing, and inspecting of the construction phases during construction work on Metro-North Railroad’s (MNR) property performed under an Entry Permit or Agreement with other Agencies, Individuals, or Corporations, while protecting the MNR’s interests and ensuring safety in all aspects. Coordinate work coverage by several staff members including Construction Engineers, Construction Representatives, and Agreement Railroad Inspectors.

Responsibilities:

  • Manage and coordinate the coverage of Construction Engineers, Construction Representatives, and Agreement Railroad Inspectors in the coordination and inspection of the work performed by 3rd party contractors in support of Entry Permit or Agreement work with other Agencies, Individuals, or Corporations, ensuring that all work is performed in a manner to allow for the safe performance operation of the railroad.
  • Oversee the effective implementation of the Contractor’s means and methods in conjunction with the Contractor’s Safety Plan, ensuring that all personnel are satisfactorily performing their roles in the project and contributing to a successful safety program.
  • Review construction procedures and provide technical advice to contractors and other outside parties on acceptable construction procedures, techniques, and design standards ensuring the safe operation of the railroad.
  • Provide technical inspection of contractors’ performance on the railroad as per Entry Permit or Agreement to assure compliance with contract documents and Metro-North’s Specifications. Manage and coordinate with the Contractor’s field personnel or Site Superintendent on I&C Projects and right of way.
  • Keep management informed as to completion progress and schedule, ensuring any deviations from plans, specifications, or procedures are referred to the Engineer for approval.
  • Coordinate construction procedures for work involving force accounts and affecting railroad operations. Represent the railroad at various meetings.
  • Represent MNR with State, City, County, and Municipal agencies, Utility companies, and private individuals for which coordination is required with the work of the Capital Program.
  • Support MNR’s Code Compliance Manager in administration of the New York State Uniform Fire Prevention and Building Code.

Required Qualifications:

Required Knowledge/Skills/Abilities:

 

  • Familiarity with transportation operations and/or other applicable civil/structural construction.
  • Familiarity with state and federal codes and regulations pertaining to design and construction.
  • Competent understanding of engineering principles with an emphasis on civil/structural engineering.
  • Excellent verbal and written communication skills are required to provide the necessary technical and administrative support.
  • Demonstrated knowledge of working on or about railroad Right of Way with knowledge of viable construction procedures that serve to provide safe railroad operations.
  • Demonstrated ability to manage agreement personnel with an understanding of work rules and agreements associated with managing and coordinating the coverage of various projects.
  • Familiarity with Microsoft Office Suite and/or comparable applications.
  • Familiarity with Critical Path Method (CPM) Scheduling.
  • Strong project management and coordination skills are required to plan, direct, and control the successful implementation of various projects performed as part of the Capital Program and other company objectives as directed.
  • A solid working knowledge of Project Management, Construction Management, Construction Contracts, Quality Assurance/Quality Control, Safety and Security procedures.
  • Knowledge of crane rigging calculations and rigging operations.
  • Strong interpersonal skills to interact with internal/external customers.
  • Ability to respond to emergencies 24 hours a day, 7 days a week, as required.
  • Valid driver’s license.

The following is/are preferred:

 

  • Familiarity with Metro-North Railroad Operations, safety, and security procedures.
  • Familiarity with railroad tracks, bridges, facilities, station construction, and power and signal infrastructure.
  • Familiarity with work rules associated with ARSA Railroad Inspectors.
  • NYS Professional Engineer or Registered Architect licensure.

Required Education and Experience:

 

  • Bachelor’s Degree in Engineering, Architecture, or related engineering discipline.
  • Minimum of five (5) years of experience in Engineering, Construction, and surveying practices and principles as they relate to railroad infrastructure projects including tracks, yards, power & signaling systems, bridges, facilities and/or station construction.
  • Minimum of three (3) years of experience managing civil/structural/construction projects.

 

Other Information

This position is safety-sensitive and subject to toxicological testing.

According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
