SUMMARY:
The Director, Supplier Diversity, provides leadership and guidance, in partnership with the Department of Diversity and Civil Rights (DDCR), in efforts to promote diversity and inclusion in all MTA managed procurements. Responsible for assuring MTA Procurement’s compliance with Federal Disadvantaged Business Enterprise (DBE) requirements, New York State Minority and Woman Business Enterprise (M/WBE), and Service-Disabled Veteran Owned Businesses (SDVOB) procurement regulations. Working with the Assistant Deputy Chief Supplier Diversity, the position is responsible for the development and implementation of the DDCR supplier diversity strategic plan and initiatives within Procurement. Responsible to incorporate effective diversity and inclusion practices into daily operations, culture, practices, processes and procedures. Champions outreach events, forums, and contracting vehicles ensuring the MTA continues to provide procurement inclusion for diverse suppliers.
RESPONSIBILITIES: - Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
- Develop and foster success in the supplier diversity function at MTA Procurement and ensure alignment with DDCR and state objectives, vision, and strategies.
- Implement, champion, and monitor initiatives to promote supplier diversity and the utilization of minority-owned and women-owned businesses in MTA managed contracts.
- In collaboration with DDCR promotes and supports outreach events, and forums, fostering a culture of inclusion.
- Ensure intended MTA Procurement business results are achieved in a manner consistent with New York State governing policies, regulations and statutes.
- Ensure the supplier diversity personnel within procurement supports the procurement staff in identifying and developing opportunities for D/MWBEs, SDVOBs, and Small Business Enterprises (SBE), along with tracking, monitoring and reporting diversity activity.
- MTA Procurement representative at industry forums, meetings and conferences with other government agencies and segments of private industry.
- Assists with driving Procurement’s discretionary spending goals (including external outreach and internal communication and compliance efforts).
- Serve as liaison between MTA Procurement, project management and MTA’s Department of Diversity & Civil Rights (DDCR) to assure compliance with Federal, State, City and MTA requirements.
- Ensures Supplier Diversity team effectively gathers all supplier diversity compliance report submissions including the annual participation report and special reporting requests.
- Lead the formulation of procurement procedures related to supplier diversity reporting, monitoring and compliance and with other duties as assigned.
- Establishes the appropriate infrastructure to ensure key performance objectives are met.

KNOWLEDGE, SKILLS, AND ABILITIES:
- Training in supplier diversity, procurement, and contract management desired.
- Must possess leadership skills that inspire trust, collaboration, urgency, and organizational success.
- Knowledge of MTA objectives and operations, and an understanding of government regulations preferred.
- Proven leader with experience leading transformational change within a large organization preferred.
- Communicates and influences effectively, with ability to motivate and influence others inside and outside of assigned function.
- Strong project management skills, ability to plan and track, remove barriers, manage change, resolve conflict, build consensus, and motivate team for multiple concurrent projects.
- Excellent verbal and written communication skills with the ability to tailor messages to given audience, present information in a clear and concise manner.

- Ability to partner with senior leadership to craft and execute visionary solutions that deliver value to end customers.

- Demonstrated analytical capabilities and quantitative skills.
- Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.
EDUCATION AND EXPERIENCE: REQUIRED
- Bachelor’s degree in Supply Chain, Procurement or a related field or an equivalent combination of education and experience may be considered in lieu of a degree.
- Minimum 8 years related experience, including at least 5 years in a department head and/or managerial and/or leadership role in a large, multi-faceted, fast-paced organization or governmental body preferred.
PREFERRED
- Master’s degree in a related field.
- Familiarity with the MTA’s policies and procedures.
- Familiarity with the MTA’s collective bargaining procedures.
