Summary
This position is responsible for managing, planning, and leading the day-to-day monitoring and condition-assessment of all Engineering infrastructure assets evaluated in the field by Asset Management Specialists. As a Subject Matter Expert, this position will be responsible for guiding Asset Management Specialists in the ability to visualize and analyze conditions of major and minor asset components and determining the effect and seriousness of each asset’s functional deterioration (and/or condition) and its impact in the overall integrity of the asset.
Responsibilities:
Leading the day-to-day monitoring and assessment of all infrastructure assets evaluated in the field including major & minor components to determine and rate the current physical state of the asset, using asset-specific methodologies. Including:
- Oversee the planning and scheduling of the periodic condition assessments performed by the Asset Management Specialist to achieve objectives and ensure overall annual schedule is met.
- Plan and set up any provisions necessary to perform condition assessment work.
- Training/Mentoring of Asset Management Specialists on condition assessment methodologies and techniques.
- Ensure that asset condition information is accurate and uploaded in the Corporate Asset Information System after each periodic evaluation, ensuring that information is timely available in support discipline operations.
- Solicit any information on conditions found requiring immediate action and any significant deterioration of asset conditions from the Asset Management Specialists and liaison with the proper operating department to resolve issues and make recommendations for repair.
- Provide reports required by new FTA regulation on the condition assets and information required for the planning of Capital Programs.
- The development of condition assessment methodologies by providing input derived from field experience on a per-asset basis.
- The evaluation of current asset reliability and the effectiveness of current maintenance strategies with improvement recommendations.
- The performance of failure root cause analysis and failure mitigation techniques.
- The research, investigation, and development of new products, technologies, procedures, and equipment for potential adoption on the LIRR.
- Establishing testing protocols to evaluate the safety, applicability, effectiveness, and life cycle costs.
- Manage the field activity of Asset Management Specialists, ensuring that department resources and technology are utilized efficiently for the timely collection of the initial asset and location registries for all signal infrastructure and equipment, including asset attributes, GIS data, and condition meters.
- Oversee and lead the Asset Management Specialists in the support of the engineering discipline material group in the performing annual Right of Way material inventory and its incorporation in the Corporate Asset Information System.
- Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

Qualifications
Signal
- Must possess one of the following two:
1. Bachelor’s Degree in Engineering, Business, or related field AND approximately five (5) combined years of experience in maintenance, field operation, inspection, and construction of signal-related infrastructure and equipment in a railroad/transit environment.
OR
2. Seven (7) experience in maintenance, field operation, inspection, and construction of signal-related infrastructure and equipment in a railroad/transit environment.
- Must obtain Foreman qualification within 12 months of appointment to this position.
- Must have a thorough understanding of Railroad Signal Operations and electronics with a proven background in signal practices and theory.
- Must possess broad, diverse experience specific to the Signal discipline including; Construction, Maintenance, and Signal Technology.
- Must possess knowledge of all aspects of the Signal Department.
- Must possess comprehensive knowledge of the C&S (Communication and Signal) 227, C&S (Communication and Signal) 223 and C&S (Communication and Signal) 996A.
- Must possess the ability to utilize signal department data analyzing software programs (i.e. UDA, WDA) used to download evidentiary incident information.
Communications
- Must possess one of the following two:
- Bachelor’s Degree in Engineering, Business, or related field AND approximately five (5) combined years of experience in maintenance, field operation, inspection, and construction of telecommunication-related infrastructure and equipment in a railroad/transit environment.
OR
- Seven (7) years experience in maintenance, field operation, inspection, and construction of telecommunication-related infrastructure and equipment in a
railroad/transit environment.
- Must possess working knowledge & understanding of communications systems including voice, data, video, cell, and two-way radio technologies.
- Knowledge and understanding of construction and maintenance practice for inside and outside cable plants.
- Must obtain Foreman qualification within 12 months of appointment to this position.
Power
- Must possess one of the following two:
1. Bachelor’s Degree in Engineering, Business, or related field AND approximately five (5) combined years of experience in maintenance, field operation,
inspection and construction of power-related infrastructure and equipment in a railroad/transit environment.
OR
- Seven (7) years experience in maintenance, field operation, inspection, and construction of power-related infrastructure and equipment in a railroad/transit environment.
- Must possess knowledge and understanding of electrical power production and distribution systems.
- Thorough knowledge of the CE-I & Electrical Codes (NEC), NESC, FRA Rules & OSHA regulations.
- Must possess knowledge and understanding of power wayside systems and their controls, including relaying and solid-state circuitry for both high and low voltage.
- Must complete training required for Gang Foreman of Power within 12 months of appointment to this position.
Track
- Must possess one of the following two:
- Bachelor’s Degree in Engineering, Business, or related field AND approximately five (5) combined years of experience in maintenance, field operation, inspection, and construction of track-related infrastructure and equipment in a railroad/transit environment.
OR
- Seven (7) years of experience in maintenance, field operation, inspection, and construction of track-related infrastructure and equipment in a railroad/transit
environment.
- Must be familiar with Railroad Engineering principles including those found in the LIRR MW-2000, CE-1, FRA Track Safety Standards 49 CFR Part 213, and working knowledge of AREMA recommended practices, procedures, and drawings.
- Must be familiar with track designs and specifications.
- Familiar with LIRR infrastructures.
- Familiar with track outages.
- Must obtain Foreman qualification within 12 months of appointment to this position.
Structures/Facilities
- Must possess one of the following two:
- Bachelor’s Degree in Engineering, Business, or related field AND approximately five (5) combined years of experience in maintenance, field operation, inspection, and construction of civil structures and facilities related infrastructure and equipment in a railroad/transit environment.
OR
- Seven (7) years experience in maintenance, field operation, inspection, and construction of civil structures and facilities-related infrastructure and equipment in a railroad/transit environment.
- Must possess recent, related civil construction or civil inspection experience.
- Must possess a working knowledge of HVAC, escalators, elevators, life safety systems, fire protection systems (alarm & detection and sprinkler & suppression), electrical systems, plumbing systems, sanitary systems, structural systems, building management systems, etc.
- Must possess familiarity with project management.
- Must obtain certification as a Building Safety Inspector within 12 months of appointment to this position.
- Must obtain certification as a Code Enforcement Official within 24 months of appointment to this position.
General Requirements for ALL (Signal, Communications, Power, Track, Structures/Facilities)
- Must possess the ability to lead and motivate field forces.
- Must possess proficient computer skills including Microsoft Office Suite, Adobe Acrobat, and Windows Operating System.
- Must possess knowledge and understanding of LIRR’s asset management system – Hexagon.
- Must possess knowledge and understanding of operating rules and other LIRR disciplines.
- Must possess strong communication (both oral and written) and interpersonal skills with the ability to work effectively with all levels of management and to communicate ideas and motivate employees.
- Must possess strong organizational, planning, analytical, problem-solving, and decision-making skills demonstrating sound judgment. Must have a professional demeanor and a high degree of integrity.
- Must be able to manage the planning, scheduling, coordinating, and analyzing of condition assessment inspections.
- Must be able to direct asset management specialist personnel regarding proper procedures to be used when assessing engineering assets and equipment. Additionally, must be able to assist in writing/revising procedures as needed.
- Must possess the ability to effectively perform job tasks during temporary non-regular shifts.

In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to, a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make-up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record.
