JOB TITLE:              Deputy Chief, HR Operations & Analytics                       
SALARY RANGE:    $180,000 to $200,000

HOURS OF WORK: 9:00 am - 5:30 pm (8 hours/day)

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

SUMMARY:

This position is responsible for establishing, advising, and directing systems and procedures for the management, tracking, measurement and reporting of a wide variety transactional HR processes. Serves as main HR compliance lead, ensuring compliance is entwined into everyday operations. The incumbent provides expert advice that will enable the HR Leads to promote compliance and accuracy in a timely fashion.  Establishes and directs the operations of an MTA employee Call Center. Is responsible for MTA compliance with the Federal and State employment and Anti-Discrimination statutes and regulations such as Title VII, the Americans with Disability Act, the NYS Human Right Law, and the NYC Human Rights Law regarding determination and implementation of reasonable accommodations.  Is accountable for HR data governance and quality across MTA enterprise. The incumbent will partner with leaders in HR to leverage data when influencing people strategies and tactics that are cost effective, competitive, and in compliance with current statutory requirements.  Proposes strategies and resolves multi-faceted MTA-wide issues.  Assists in developing and implementing MTA short-range goals, objectives, policies, procedures, and long-term vision.
RESPONSIBILITIES AND ACCOUNTABILITIES:
  • Oversee the HR Operations and Analytics group, including HR Information Systems, Case Management & Compliance, Reasonable Accommodations, Employee Call Center, and Analytics and Reporting.  
  • Promote data governance and stewardship, data quality and advancement of HR technology capabilities.  Strategically consider organization’s HR improvement efforts and align technology to serve as an enabler.  Develop and design dashboards to support organization decision making and oversee maintenance of such.
  • Sets direction and priority for the Directors to ensure that data input is accurate. Ensures that the systems and applications function at maximum reliability and efficiency. Ensures that system problems are diagnosed and resolved quickly and effectively. Ensures that system reports and queries are timely and useful to system users.
  • Provides guidance to the Directors and cooperatively investigate ways to measure and visualize existing processes for internal efficiency analysis and stakeholder communication.
  • Acts as the internal consultant for the Directors who ensure that requests are handled in compliance with all Federal and State Employment Laws, statutes and regulations, the NYS Human Right Law, the NYC Human Rights Law, collective bargaining agreements, and Authority policies and procedures.
  • Partners with senior management to ensure that the MTA complies with various statutory requirements.
  • Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review the performance of the staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

COMPETENCIES:

  • Demonstrated ability in developing and implementing large scale enterprise information systems such as but not limited to Human Resources Information System.

  • Demonstrated ability to communicate and interact well with external agencies.  External agencies may include the Governor’s Office for New York State, New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities.

  • Demonstrated ability to communicate effectively with key internal and/or external stakeholders.
  • Must have strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area(s) of responsibility.
  • Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible.
  • Demonstrated analytical capabilities and quantitative skills.
  • Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.

REQUIRED QUALIFICATIONS:

Education and Experience:

  • Bachelor’s degree in Business Administration, Computer Science, Information Systems, or a related field from an accredited college.
  • Minimum 12 years related experience, including at least 5 years in a department head role in a large, multi-faceted, fast-paced organization or governmental body preferred.

PREFERRED QUALIFICATIONS: 

  • Master’s degree in a related field.
  • Attainment of or in the process of attaining advanced HR certification such as SPHR or SHRM-SCP.
  • Familiarity with the MTA’s policies and procedures.
  • Familiarity with the MTA’s collective bargaining procedures.
