Summary
This position is responsible develop and update the material requirements necessary to support all rolling stock maintenance programs including Reliability Centered
Maintenance (RCM), running repair, projects, modifications, and initiatives for new and existing fleets as well as all Rolling Stock Support Equipment.
This position is also responsible for overseeing replenishment levels for material valued in excess of $150 Million.
Responsibilities:
Responsibilities may include but are not limited to:
- Organize, plan and manage the activities of the Production Planning group. This includes development and updating of the annual Reliability Centered Maintenance (RCM) production plan, initial processing of long lead items, updating QPAs and BOMs to ensure that all commodities are ordered in a timely manner and to promote proper charge out of material.
- Manage and report on activities related to monitoring replenishment levels, including evaluations of current needs, projected growth, decommissioning, RCM initiatives and projects.
- Manage and coordinate the part number creation process with fleet engineering, ensuring that ordering descriptions are correct and duplicate commodities are consolidated and levels and AUPS are adjusted when appropriate.
- Manage the development of new BOM structures as well as maintain future changes for the new M9’s, M7’s, M3’s, Locomotive /Bi-Level fleets and the Plant Maintenance Division.
- Liaison with Procurement on all MTA Board package reviews, QPL processing and replenishment requisitions in excess of $25K.
- Assess and confirm department-wide if aging material or stock related to decommissioned equipment can be scrapped, marked obsolete or coded as protect.
- Coordinate with the department budget group on budgetary exposures associated with the decommissioning.
- Oversee and manage all audits related to Production Planning and replenishment levels.
- Coordinate the monitoring of distribution of department-held material and issuance of vendor repaired, and vendor procured components.
- All other duties and assignments at the request of senior management.
- Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary.
- Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
Qualifications:
- Bachelor’s Degree. Demonstrated equivalent experience may be considered in lieu of the degree requirement, subject to approval.
- Must have 8 years progressively responsible, administrative experience relating to procurement.
- Must have 4 years’ experience managing a staff.
- Detailed understanding of LIRR procurement rules.
- Ability to work and manage effectively as part of a management team in a multi-priority environment.
- Must have demonstrated experience with data management and configuration.
- Must possess strong leadership, managerial, technical, oral and written communication skills.
- Proficient PC skills and working knowledge of various software packages: i.e., Word, Excel, MS Access, etc.
- General knowledge of labor agreements

- Additional or advanced degree.
- Detailed knowledge of LIRR MofE labor agreements.
- Detailed understanding of and experience with MofE policies, practices and budgeting cost-centers.
- Detailed understanding of roles and responsibilities of LIRR MofE management positions.
- Direct experience with software programs used within MofE (Kronos, People Soft, Maximo, LIMS etc)

In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview.
