Responsibilities:
The incumbent will serve as the administrator for all MTA Bus Electronic Security System (ESS). The candidate will be responsible for the system administration, configuration, remedial and preventive maintenance of all Electronic Security Systems including, but not limited to Access Control, Video Management, Intrusion Detection, License Plate Recognition Systems and all other associated ESS subsystems and equipment. In addition, the incumbent will assist the Director of ESS with the development and coordination of ESS training, programs, projects, and initiatives.
- Perform daily systems checks, ensure all Access Control, Video Management, Intrusion Detection, License Plate Recognition Systems and all other associated ESS sub-systems and equipment are online and operational. Perform regular system tests to ensure system data integrity and accuracy.
- Programming of access panels, reader interface modules, card readers, contacts including, but not limited to device/camera links, creating schedules, time zones, access level, user accounts, local and global hardware linkages and deactivating lost/stolen badges.
- Arrange installations, maintenance, and repair of cameras and ESS equipment.
- Identify, plan and schedule periodic maintenance intervals.
- Troubleshoot network, systems, workstations, and applications to identify /correct malfunctions and coordinates with outside vendor as necessary.
- Provide direct technical support to system end-users.
- Develop and provide hands-on ESS training to Security Management, guards, and other system and end-users.
- Assist with the researching, developing, designing, and testing of ESS equipment, components, products and systems with the goal of fully optimizing security investments and programs.
- Receive daily requests for Access Control System addition/deletions/changes, completes requests, replies with confirmations, and retains a record of access requests.
- Acquire, documents and maintain ESS IP Addresses as needed.
- Collect and maintain full network diagrams and maintain as-built designs.
- May be required to assist in the development of security project requirements, designs, determine deliverables and write scopes of work as needed.
- Perform other duties and special projects as assigned.
Education and Experience:
Associate Staff Analyst
- A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one (1) year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or
- A baccalaureate degree from an accredited college and three (3) years of satisfactory full-time professional experience in the areas described in "1" above.
Staff Analyst I-II
- A master’s degree from an accredited college or university in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or urban studies, or a Juris Doctor degree from an accredited law school; or
- A baccalaureate degree from an accredited college or university and two (2) years of satisfactory fulltime professional experience in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or
- An associate degree or completion of 60 semester credits from an accredited college or university and four (4) years of satisfactory full-time professional experience as described in "2" above; or
- A four-year high school diploma or its educational equivalent and six (6) years of satisfactory full-time professional experience as described in "2" above; or
- A combination of education and/or experience equivalent to "1", "2", "3", or "4" above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college or university for one year of experience. However, all candidates must have a high school diploma.
Special Note:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.
Desired Skills:
- Three (3) years of directly related experience with operating, troubleshooting, maintaining, and administering Access Control, Intrusion Detection, and Video Management Systems in a multi-location organization.
- LENEL Emerald Certified/LENEL EXPERT Certified in Access Control for satisfactory system administration experience with Lenel or other similar Access Control Systems.
- Experience with NICE, Pelco, Genetec or other similar Video Management Systems.
- Knowledge of general ESS best practices in regard to installation, maintenance, and integration.
- Knowledge of installing, maintaining and troubleshooting operating system software, network communications gear, access control devices, cameras, workstations, and storage area network equipment.
- Highly organized and detail oriented in keeping pace in frequently changing environments.
- Ability to interface effectively with senior management, staff, and MTA affiliates and external organizations.
- Must possess the ability to handle security sensitive information while maintain a high degree of discretion.
- Ability to respond to any MTA Bus location on a 24/7 basis.
- Ability to work rotating and non-traditional hours (evenings, overnight, weekends, holidays, etc.) and to be held for mandatory overtime when necessary.
- Hold a valid Driver License with no restrictions in the State of New York
