Position Objective:

The Assistant Director - Planner & Resource Allocation reports to the Assistant Deputy Director – Track Coordination and supports the compliance and continuous quality improvement work of the Engineering department through collaboration with all Metro-North Operating Departments and other key MTA stakeholders supporting safe, reliable operations. This position will lead a team to implement data-driven solutions for improving the efficiency, safety, and reliability of the railroad's operations for the Maintenance of Way (MofW) departments.

Responsibilities:

  • Lead the implementation, monitoring, and continuous improvement of operations within the Engineering department, ensuring Metro-North Railroad’s (MNR) best practices are in place. Manage the continuous improvement framework, root cause analysis, and action plans, and oversee improvement processes.
  • Monitor, report, and actively improve the operational performance of the organization, such as overtime, project efficiencies, and resource allocation to the Vice President and MofW operational stakeholders. Monitor work orders and financial controls to ensure compliance with the Operating Budget.
  • Lead the implementation of locational dashboards, setting relevant KPIs, and identifying data sources, formulas, and relevant targets. Manage and coordinate necessary workflow to meet project timelines.
  • Continuously review organizational capabilities, and escalate early trends, or concerns in meeting the required outcomes. Communicate regularly and effectively to ensure alignment on information, direction, and emerging considerations.
  • Provide regular updates on project risks and opportunities to ensure timely advice and identified resources.
  • Optimize the critical link between labor, performance, and financial performance, ensuring a strong understanding and alignment of the operational decisions.

Required Knowledge/Skills/Abilities:

 

  • Demonstrated leadership skills with the ability to foster teamwork and self-motivated employees.
  • Excellent customer service and interpersonal skills.
  • Demonstrated problem-solving, analytical, and administrative skills.
  • Excellent verbal and written communication skills, including excellent presentation skills with the ability to effectively communicate with Senior Management, MNR Departments, MTA HQ’s, Government and Community officials.
  • Complete understanding of descriptive, diagnostic, predictive, and prescriptive analytics.
  • Experience with process mining or engineering.
  • Business Intelligence, data management, and data mining experience.
  • Demonstrated ability to plan and manage complex projects in a fast-paced atmosphere.
  • Excellent ability to coordinate the work and resources of several departments to accomplish shared goals.
  • Excellent ability to define and direct data analysis projects. Understand the interplay of operational KPIs, data, and techniques to collect, and impact.
  • Proficiency with Microsoft applications, specifically PowerPoint, Word, Excel, Access, and Power BI.
  • May be required to respond to emergencies 24 hours a day, 7 days a week.
  • Must have valid Driver’s License.

 

The Following is/are preferred:

 

  • Familiarity with, PowerBI, Hexagon, Bentley Linear Analytics, ESRI, and other systems used to analyze data.

 

Required Education and Experience:

 

  • Bachelor’s Degree in Business Administration/Management, Transportation, Finance, Statistics, or related field. Demonstrated equivalent experience, education, and/or technical credentials to include four (4) additional years of related experience may be considered in place of a degree.
  • Minimum of five (5) years of increasingly responsible business-related experience with complex administrative tasks to include performance management.
  • Three (3) years’ experience managing projects or people.

 

The following is/are preferred, but other satisfactory combinations of relevant experience, education, and/or technical credentials will be considered:

 

  • Master’s Degree in Business Administration or related field.
  • Operational performance management in a transportation environment.

 

Other Information

This position is safety-sensitive and subject to toxicological testing.

According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
