Earnings Potential     $183,831 - $241,278

RESPONSIBILITIES

MTA Bridges and Tunnels manages and operates nine inter-borough crossings (seven bridges and two tunnels) in the NYC Region and Manhattan’s Central Business District Congestion Relief Zone.  The Senior Vice President (Facility Management) is the highest executive level position in the Facility Management program/department, with independent, significant decision-making authority for department policy, strategy, governance, staffing, budget, and expenditures.

 

The Senior Vice President (Facility Management) key responsibilities encompass all facets of the Facility Management program/department, ensuring safety, quality, risk management, and commercial viability for both TBTA and CBDTP. This includes:

 

 

  • Maintenance Leadership: Strategically direct and coordinate all maintenance activities, ensuring alignment with organizational objectives and industry best practices.
  • Fleet Management Excellence: Provide strategic leadership in managing the TBTA vehicle fleet, overseeing fleet procurement, maintenance, and disposal processes.
    • Intelligent Transportation Systems (ITS)
    • Asset Management Strategy: Develop and implement strategic asset management plans to optimize the lifecycle of critical infrastructure assets.
    • Oversee facility management operations across TBTA and CBDTP assets, including bridges, tunnels, roadways, buildings, power systems, and parking facilities. Ensure effective management of facility assets, overseeing maintenance, inspections, and operational activities to uphold safety standards, enhance reliability, and optimize performance.
    • Security and Emergency Management Excellence.
    • Regional Operational Excellence: Direct regional facility management operations for key divisions, including the East, North, South, Tunnel, and Congestion Relief Zone regions. Provide strategic direction and oversight to regional teams, optimizing maintenance and operational activities to meet performance targets, enhance operational resilience, and deliver exceptional service to stakeholders.

 

  • Serve as a liaison between TBTA and adjacent communities, elected officials, and regulatory agencies, championing climate resiliency initiatives and sustainable infrastructure practices.

 

  • Collaborate closely with MTA Construction & Development, you will align facility management objectives with capital project planning and implementation efforts.

 

  • Direct and supervise staff, ensuring their performance, development, and organizational restructuring initiatives are effectively managed within a collaborative and accountable team environment.
  • Ensures agency input into capital project scope and coordinates with C&D for successful project completion, while minimizing impacts to operations and customers and ensuring safety and security of facilities.
  • Represents the agency before elected officials, MTA/TBTA Board, bridge/tunnel/tolling industry partners, Federal and State regulatory entities, and peer agencies.

 

QUALIFICATIONS

  • Bachelor’s in Engineering, Transportation, Systems, Technology, Project Management, Facility Management, Fleet Management, or Asset Management preferred.
  • Must have a minimum of twenty (20) years related experience, including at least twelve (12) years in a management or supervisory role in a large, multi-faceted organization.
  • An equivalent combination of education and experience may be considered.
  • Significant experience in program management for large government agencies or businesses, with complex systems preferred.
  • Substantial experience leading and managing a unionized workforce and/or consultant/contractor/vendor staff.
  • Proficient in Microsoft Office Suite and document management
  • Excellent communication and interpersonal skills.
  • Demonstrated ability with building relationships and working collaboratively with internal and external stakeholders.
  • Demonstrated ability to effectively work in a high profile, high pressure environment.
  • Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.
  • Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.
  • Must possess excellent team building, listening, problem solving, and prioritization skills.
  • Unrestricted driver's license in New York State.
  • Ability to respond to any authority location on a 24/7 basis when required.
