Position Objective:

Provide leadership in the engineering, development, and management of the Power SCADA, Signal CTC, and PTC Office Control Systems at the Primary and Backup Operations Centers and remote field locations. Develop and maintain necessary security models, architecture, and technical standards to adequately protect Metro-North Railroads mission-critical and safety-critical control systems which are used to operate, control, and support all Railroad Operations. Ensure that the Signal, Power, and PTC Control Systems are following the MTA-IT Centralized Systems Monitoring and Cyber Security guidelines.

Responsibilities:

  • Design, develop, test, implement, and document network system security policies, security models, computer system security architecture and technical standards, administrative, end-user guidelines and procedures for all mission-critical systems: The Centralized Traffic Control (CTC) systems, the Traction Power Control (SCADA) systems, and Positive Train Control (PTC) for the Operations Control Center (OCC), Emergency Control Center (ECC) and the entire mainline.
  • The Fiber-Optics Communications Interface Systems, Copper to Ethernet migration, Configure and test field switches and firewalls, the Operations Remote View Workstation Network at the New York Operations Control Center and Emergency Control Center.
  • Provide a lead role in all aspects of network design, installation, configuration, upgrades, patching, migration, capacity planning, performance tuning, backup and recovery, 24x7 rotational on-call support, including driving Root Cause Analysis (RCA), Preventative action follow-through, change management including maintenance of multiple development, test, QA, and production environments. Responsible for deploying approved changes to production.
  • Responsible for developing, maintaining, and supporting the Control Systems monitoring and analyzing system performances to ensure that all network traffic and related services being provided meet the required operational needs of the user or user systems.
  • Documenting project plans, supervising staff and preparing cost estimates for planning and budget purposes, handling procurement issues, developing presentation material, and coordinating activities between the various groups (Communications, Signal, Design, Operational Technology, Vendors, and Power Department).

Required Qualifications:

Required Knowledge/Skills/Abilities:

  • Strong Firewalls, Switches, and router configuration knowledge.
  • Strong knowledge of Cisco and Juniper. Operating Systems
  • Knowledge of 49 CFR Part 236, subparts H and I requirements.
  • Knowledge of TSA Cyber Security mandates
  • Strong Knowledge of systems security and administration
  • Strong knowledge of project management standards and practices.
  • Strong analytical skills to analyze new and existing products, equipment, and/or procedures.
  • Strong verbal and written communication skills.
  • Strong working knowledge of Microsoft Office (Word, Access, Excel, PowerPoint).
  • Must be able to work in a high-profile/high-pressure environment.
  • Must be able to manage complex multi-discipline projects.
  • Strong knowledge of Microsoft Visio or AutoCAD
  • Strong interpersonal skills with the ability to interact with internal departments and outside agencies.
  • Must be able to implement and participate in Metro-North Railroads Priority One Safety Program.
  • 24-hour 7-day availability required.
  • Valid drivers license.

The following is/are preferred:

  • Familiarity with Metro-North Policies and Procedures.
  • CCNA, CCNP, CISSP, CompTIA Network or equivalent.
  • Technical certification in Microsoft Certified Systems Engineer (MCSE) or equivalent.
  • Technical certification in Microsoft Certified Systems Administrator (MCSA) or equivalent.
  • Experience with Unix, Linux, and Virtual Machine (VM) operating systems.

Required Education and Experience:

  • Bachelors degree in Electrical or Mechanical Engineering, Quality Assurance, Business Management, or Material Science. Demonstrated equivalent experience, education, and/or technical skills may be considered in place of a degree to include four additional years of related experience.
  • Minimum of five (5) years of experience encompassing all aspects of network design development, including a minimum of three (3) years configuration experience with Cisco and Juniper devices.
  • Minimum of three ( 3) years of experience working with LAN/WAN network, router, and switch configuration and maintenance, including TCP/IP, SNMP, RIP2, OSPF Protocols.
  • Minimum of two (2) years of experience with data communication including VPNs.

Other Information

This position is safety-sensitive and subject to toxicological testing.

According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the Commission).

Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
