Position Objective:

This position is responsible for the implementation and oversight of the Compliance Audit Program for the Maintenance of Equipment Department, control of internal and external manufacturing and maintenance practices, as well as compliance with contract specifications. This position supports continuous improvement initiatives via audits, failure analysis, surveys, and recommendations to positively impact the Maintenance of Equipment (MofE) Department's performance and cost.

Responsibilities:

  • Oversee M of E maintenance processes through audits, including off-property overhaul or maintenance, of MNR passenger equipment. Ensure compliance with APTA, FRA, applicable regulatory codes, MNR Periodic and Preventative Maintenance Plans, Policies, Procedures, and MofE standards.
  • Oversee Quality Control Department material audit activities ensuring compliance to applicable standards for internal and external component remanufacture, first article inspection, and new vendor development. Ensure adherence to protocols controlling FSR and warranty protocol and oversee the vendor work scope review and approval process. Provide reports of audit results with recommendations to positively impact M of E maintenance costs and quality.
  • Utilize and enforce the Warranty Claims and Material Return to Vendor (MRV) Processes. Provide source data for Component Analysis system to identify trends, and track cradle-to-grave reliability, availability, cost, and life cycle, on internal and external Repair and Return (R&R) components.
  • Support M of E performance improvement initiatives via Failure Mode Analysis, equipment surveys, new car acceptance inspections, and field modification. Ensure compliance with purchase, overhaul, and technical specifications. Provide reports of audit results with recommendations to positively impact M of E maintenance costs.

Required Qualifications:

Required Knowledge/Skills/Abilities:

  • Ability to lead a Quality Control / Quality Assurance operation.
  • Ability to successfully implement large-scale/systemic change efforts across a diverse organization.
  • Diverse leadership skills in Auditing, Maintenance Operations, or Manufacturing auditing to widely accepted standards (ISO 9000 or similar).
  • Strong management and organizational skills to plan, direct, control, and implement policies and procedures.
  • Knowledge of heavy industry maintenance practices and strong technical, analytical, and problem-solving skills.
  • Ability to communicate clearly and concisely across all levels of organization.
  • Excellent interpersonal and leadership skills with the ability to foster teamwork.
  • Strong supervisory and organizational skills.
  • Ability to use Microsoft Office Suite and/or compatible applications.
  • Must have a valid drivers license.

The following is/are preferred:

  • Working knowledge of Transportation industry operations and familiarity with the Code of Federal Regulations.
  • Working knowledge of Transportation industry operations and familiarity with the Code of Federal Regulations.
  • Experience with Lean Manufacturing, Continuous Improvement, Six Sigma, and other lean methodologies.
  • Experience partnering and working with suppliers or vendors.

Required Education and Experience:

  • Bachelors degree in Electrical or Mechanical Engineering, Quality Assurance, Business Management, or Material Science. Demonstrated equivalent experience, education, and/or technical skills may be considered in place of a degree to include four additional years of related experience.
  • Minimum five (5) years of blended experience in manufacturing, industrial or equipment maintenance operations-related fields.
  • Minimum three (3) years of experience managing a professional staff.

Preferred Education/Experience/Training:

Experience in Statistical Quality Control (SQC) and Total Quality Management (TQM) , quality engineering and management, industrial quality control, quality functions within organizations; and ISO 9000 quality standards

This position is safety-sensitive and subject to toxicological testing.

According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the Commission).

Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
