Position Objective:

This position is responsible for the continued development, implementation, and maintenance of the Maintenance of Equipment (MofE) Departments Asset Management System (AMS) to ensure MofE and FRA requirements and regulations are satisfied. Additionally, this position will work as a liaison with the IT department to upgrade and/or replace the current system to provide improvement in available data to support Reliability Centered Maintenance Programs, regulatory mandates, and standardization of all MofE areas.

Responsibilities:

  • Manage, coach, train, lead, and supervise a team of internal staff towards the fulfillment of departmental goals. Work closely with Senior Staff to define and elicit departmental objectives and strategies on a regular basis.
  • Oversee coordination and standardization of the current Mainframe system computer with the IT Department to ensure the security of all MofE information and act as key contact for the department on all associated issues.
  • Responsible for overseeing the application design, development, and testing process to ensure that MofE needs are being met with new products, submitting change requests to the I.T. as appropriate. Identify future enhancements, document technical specifications for enhancements, and coordinate testing and implementation of enhancements. Work with MTA I.T. and vendors to address any software maintenance issues post-deployment.
  • Primary liaison with MofE Management, software vendor, and I.T. to design cutover plan(s) to minimize risk and impact on real-time operations. Provide guidance to vendors to support the upgrade/transfer to a new system. Review and provide feedback on all documentation submitted by the vendor to ensure accuracy. Perform tests to detect non-obvious random or systematic errors.
  • Develop and identify key performance indicators (KPIs) to support the Reliability Center Maintenance Plan. Design and develop dashboards and reports to provide insights required by MTA and Metro-North executives.
  • Oversee the development of end-user training materials and participate in end-user training and solution deployment.

  • Familiarity with standard safety practices rules and regulations.
  • Knowledge of Microsoft Office and/or comparable applications.
  • Working knowledge of locomotive/railcar maintenance practices and/or equivalent experience in a maintenance environment.
  • Must have a valid driver's license.

Required Education and Experience:

  • Bachelors degree in Business, Information Systems, Transportation Engineering, or related field. Demonstrated equivalent experience or education to include an additional four years of experience may be considered instead of a degree.
  • Minimum seven (7) years of experience working with maintenance tracking systems and/or business applications which includes database administration and management, operational and analytical reporting.
  • Minimum five (5) years experience in a progressively more complex management responsibility managing a professional staff.

The Following is/are preferred:

  • Experience working in a transportation environment.
  • In-depth knowledge of mainframe systems or equivalent operating systems

This position is safety-sensitive and subject to toxicological testing.

According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the Commission).

Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
