JOB TITLE: Nurse Manager

SALARY $120,000 - $130,000

DEPT/DIV: Occupational Health Services (OHS)

SUPERVISOR: Director, Clinical Services

SCHEDULE: 7:30am – 4:00pm

LOCATION:  300 Cadman Plaza West, Brooklyn NY 11201*

 

*This position is eligible for telework which is currently one day per week.  New hires are eligible to apply for telework 30 days after their effective date of hire.

 

SUMMARY:

 

Under the direction of the OHS Director of Clinical Services, the Manager-Nurses, an essential part of the MTA Occupational Health Services Clinical Team, is responsible for coordinating and organizing the work of Nursing and Technical staffing at NYCT (5 Locations), in addition to MNR, LIRR and B&T facilities.  The Manager-Nurses oversees the coordination of special projects and has an integral role in the development and maintenance of quality control and training protocols for Nursing and other clinical functions. Assists in the coordination of OHS special projects, including Pandemic response, field-based Flu programs, field and onsite OSHA mandated medical surveillance programs (Hearing Conservation, Silica, Respiratory Clearance, and Asbestos exposure protocols), Department of Buses Mobile MAC visits, Vendor management, as well as ensuring nursing representation at all MTA health and wellness fairs.

 

RESPONSIBILITIES:

 

  • Plans, coordinates, trains, implements, and evaluates nursing and technical regimens relating to occupational health assessments.
  • Assists in the development of nursing training manuals, and protocols for OSHA mandated programs, Hearing conservation, Respiratory Clearance, Asbestos exposure, Silica screening, Sleep Apnea, and vaccine administration and other OHS mobile initiatives, CPR and AED emergency response.
  • Assists in the selection of Nursing staff.  Motivates personnel within the department. Provides career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary.
  • Responsible for Nurse scheduling of all shifts and manages a daily staffing report to ensure adequate staffing levels at all NYCT, LIRR, MNR and B&T medical assessment facilities.
  • Schedules, assigns, instructs, and supervises activities of Head Nurses and conducts quarterly meetings with nursing staff.
  • Maintains clinic supply chain database. Coordinates replenishment with appropriate vendors. Assembles and ships items to Head Nurses to ensure adequate supply levels.
  • Develops quality control and training procedures for nursing assessments and diagnostic testing.
  • Performs Monthly site visits to all medical facilities to ensure adherence to MTA OHS policy and procedures.
  • Maintains contractor Nurse and OHS Intern files, reviews all contractor and internship program invoices and timesheets for accuracy.
  • Conducts quarterly reviews of OSHA Mandated surveillance programs to ensure departmental compliance with governmental regulatory agencies.
  • Supports the Director, Clinical services with daily oversight of Nursing staffing.
  • Conducts vendor audits and maintains vendor management files. 
  • Other duties as assigned.

 

KNOWLEDGE, SKILLS, & ABILITIES:

 

  • Must have knowledge of Occupational Health.
  • Must have knowledge of OSHA, as well as FTA/FRA drug and alcohol testing regulations and NYCT/MTA Bus Company policies and procedures.
  • Excellent communication and interpersonal skills.
  • Excellent organizational and presentation skills.
  • Demonstrated ability to work with all internal levels within a given organization.
  • Demonstrated ability to communicate and interact well with external agencies. External agencies may include the Governor’s Office for New York State, New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities.
  • Demonstrated ability to work in a high-profile, high-pressure environment effectively.
  • Demonstrated ability to communicate effectively with key internal and/or external stakeholders.
  • Must have strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area of responsibility.
  • Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible.
  • Demonstrated analytical capabilities and quantitative skills.
  • Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook

 

EDUCATION & EXPERIENCE:

 

  • Bachelor’s degree in nursing, or a related field. An equivalent combination of education and experience may be considered in lieu of a degree.
  • Minimum five (5) years related work experience including:
  • Two (2) plus years’ experience managing professional staff.
  • Requires a valid NY State Registered Nursing (RN) License.

 

PREFFERED:

 

  • Master’s degree in a related field.
  • At least 3 years in a managerial and/or leadership role.
  • Demonstrated ability to communicate effectively with key internal and/or external stakeholders.
  • Demonstrated analytical capabilities and quantitative skills.
  • Prior experience working in a large, multi-faceted, fast-paced organization or governmental body.
  • Attainment of or in the process of attaining specific functional licenses or certifications in area of specialty if applicable.
  • Familiarity with the MTA’s policies and procedures.
  • Familiarity with the MTA’s collective bargaining procedures.
