Position Objective:
Represent the Maintenance of Way (MOW) dept and support the safety-critical processes and procedures related to the functioning of MOW and ensure compliance with all Metro-North Railroad (MNR) Efficiency Testing System (ETS) (ECR Safer II), internal and external audits, injury reporting (i.e., IR-1 and IR-2), operating rules, safety rules, and federal regulations.
Responsibilities:
- Support and conduct targeted audits of ETS (ECR Safer II), and safety-critical tasks performed by Maintenance of Way (MOW) employees to evaluate compliance with all established policies and procedures to reduce employee, contractor, and customer injuries and operational incidents and to recommend potential modifications, as necessary.
- Regularly perform audits of employees and operating maintenance procedures for adherence to all MNR policies; meet operational goals to reduce injuries, accidents, and incidents.
- Interact regularly with other MNR departments to assist in implementing effective corrective actions (CA’s) for identified exceptions from audits, injuries, reviews, improper procedures, etc.; support in developing a framework to track and monitor corrective action implementation after incidents and to provide reinstruction.
- Represent MOW and coordinate internal and external reviews, analyze results from reviews and audits with reviewing parties; organize appropriate MOW staff to bring any safety concerns to a resolution.
- Coordinate and perform other reviews or investigations as needed by the department. Generate any reports required and document corrective actions for follow-up audits.
Required Qualifications:
Required Knowledge/Skills/Abilities:
- Knowledge of the railroad industry, understanding of FRA regulations, economic operating/equipment considerations
- Ability to perform routine field audits and inspections of railroad work operations.
- Must possess strong verbal, presentation, and written communication skills and be able to communicate effectively with various departments and levels of management throughout Metro-North Railroad and other MTA Agencies
- Must be proficient in Excel, Word, PowerPoint, and Power BI.
- Must possess strong leadership and interpersonal skills with the ability to foster teamwork and effective working relationships.
- Ability to exert influencing skills and adjust approach according to the audience.
- Must be able to maintain a high degree of confidentiality and discretion.
- Must possess sound judgment and decision making.
- Must possess strong analytical, multi-tasking, and project management skills with follow through.
- Ability to be self-directed and work independently.
- Must be able to adjust work schedule to accommodate special projects as necessary, including periodic night shifts and weekend coverage.
- Must be able to respond to emergencies 24 hours a day, 7 days a week.
- Must possess a valid driver’s license.
Required Education/Experience:
- Bachelor’s degree in Engineering, Safety, Auditing, Risk Management, Transportation, or a related field or demonstrated equivalent experience, education, and/or technical credentials to include an additional four years of related experience may be considered in lieu of degree.
- Minimum of five (5) years of experience in auditing, quality assurance, or regulatory in a safety sensitive position.
- Minimum of three (3) years of experience managing projects.
The following is/are preferred:
- Metro-North Railroad (MNR) Operating Rules and Physical Characteristics qualified. · Professional Certification (e.g., Certified Quality Auditor, Associate Safety Professional (ASP), or Certified Safety Professional (CSP).
- Working knowledge of applicable federal, state, and local regulations including FRA, FTA, and OSHA.
- Familiarity with Roadway Worker Protection Program requirements

This position is safety sensitive and subject to toxicological testing.
Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).
Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
