JOB TITLE: Deputy Executive Director for TAB Contract Management
SALARY RANGE: $142,000 - $152,000
HAY POINTS: 994

LOCATION: 177 Livingston Street
HOURS OF WORK: 8:00 am - 4:30 pm (7 1/2 hours/day)
This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
SUMMARY:
This position will direct the MTA Transit Adjudication Bureau (TAB) 30-million-dollar prime contract (which has increased 131% from the previous contract) to ensure that TAB’s business objectives are achieved.
RESPONSIBILITIES:
- Manages 30-million-dollar prime contract for the Transit Adjudication Bureau (TAB), ensuring that the prime vendor is compliant with all MTA rules and regulations and that contractor is in compliance with the terms of the prime contract.
- Ensure the effective day-to-day operations of the TAB on-site consultants and be a constant resource of contract management, providing program guidance and strategic suggestions and encouraging the maximum level of effectiveness, The position will establish methodologies to track deliverables.
- Actively monitors, reports, and makes recommendations related to prime contract including management and budget.
- Oversees Risk Management program for TAB including development, regular review and updating of the risk management plan. Ensure compliance with internal and external
- project controls, document management, contract management, procurement, and reporting.
- Ensure that contract invoices are submitted and processed timely , payments are made according to contract requirements and within budget constraints.
- The position will use data to make informed decisions about programs and strategies.
- The Deputy Executive Director for TAB Contract Management may be called upon to act as the Executive Director and must be prepared to work alongside the Executive Director or independently during emergency situations.
- Function as the lead person at TAB to oversee all internal and external audits and ensure compliance and reporting on any recommendations.
- Other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Substantial experience working in and with public sector procurement management principals, government project administration, and procurement processes.
- Demonstrated ability and experience working with executive management, board members, elected officials, and other government, not-for-profit, or corporate stakeholders.
- Substantial knowledge of contract terminology, terms and conditions and procurement, management.
- Strong interpersonal, analytical, problem-solving, organizational, negotiation, and communication skills.
- Ability to comprehend, analyze, and interpret complex business documents.
- Must have knowledge of data analysis as a management tool.
- Excellent communication and interpersonal skills.
- Excellent organizational and presentation skills.
- Demonstrated ability to work in a high-profile, high-pressure environment effectively.
- Demonstrated ability to communicate effectively with key internal and/or external stakeholders.
- Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.
EDUCATION AND EXPERIENCE:
- Bachelor's degree in business administration, Public Administration, Engineering, Finance, Law, Government Contracting, or a related field.
- Must have a minimum of ten (10) years of related experience.
- Minimum of six (6) years of experience in a management or supervisory role.
- An equivalent combination of education and experience may be considered. An advanced degree in public administration, business administration, law, or public policy.
PREFERRED:
- Master’s or Juris Doctorate (JD)
