Salary: $81,157- $101,446

Hours: 37.5 per week; Full-Time 8:30 a.m. to 5:00 p.m. (7.5 hours/day)

Office of the Metropolitan Transportation Authority Inspector General:

The Office of the Metropolitan Transportation Authority (MTA) Inspector General (OIG) is an independent New York State Authority created in 1983 to oversee and review the operations of the MTA. The MTA, which employs over 70,000 people, includes among other entities, New York City Transit, the Long Island Rail Road, Metro-North Railroad, MTA Bridges & Tunnels, Staten Island Rapid Transit, and MTA Construction & Development.

The OIG promotes safety, economy, and efficiency in MTA agencies and programs while also detecting and deterring waste, fraud, abuse, and misconduct. The OIG employs attorneys, auditors, analysts, investigators, data scientists, computer forensic specialists, and support personnel. The OIG has unrestricted access to all MTA records and has broad authority to subpoena documents and take witness testimony under oath. Exercising that authority, the OIG conducts management reviews, performance audits, and civil and criminal investigations.

As part of its investigations and audits, OIG identifies systemic vulnerabilities and makes recommendations. The OIGs reports have resulted in reforms that have improved many aspects of MTA operations. When fraud, corruption and other illegal activities by MTA employees, contractors, and others who do business with the MTA are uncovered, the OIG works with prosecutors to pursue criminal charges.

Position Summary:

Under the general direction of the Executive Deputy Inspector General Legal, and reporting to the Chief of Construction Monitoring & Fraud, the Construction Auditor/Investigator is responsible, within the mandate of the MTA Inspector General, for conducting multiple simultaneous investigations, reviews and analyses of complex and sensitive allegations or proactive reviews of fraud, waste and abuse relating to the MTAs maintenance and capital construction programs, including the design, procurement, management and construction of MTA capital construction projects.

Duties and Responsibilities:

  • Conducts simultaneous, high quality, reviews of the MTA capital construction contracts, processes, procurement, billings, and management to identify fraud, waste, and abuse within the mandate of the MTA Inspector General.
  • Works with a team to identify risks, mismanagement, and safety concerns and to formulate impactful recommendations to address the problems and to ensure that a comprehensive and objective review of all investigative leads and areas of evaluation are explored.
  • Assists the team with planning, conducting, and reporting on assigned investigations and inquiries about the operations and policies of the MTA and its agencies, contractors, and consultants regarding the MTAs capital construction and maintenance programs.
  • Conducts interviews of agency personnel, vendors, and contractors who conduct business with the MTA and other persons of interest in pursuit of investigative leads and areas of inquiry.
  • Drafts comprehensive, clear, and concise written memoranda of interviews, investigative efforts, and other relevant work products.
  • Authors and assists in the preparation of professionally written reports on areas of investigation, recommendations offered, and conclusions reached.
  • Testifies in administrative hearings and other court proceedings as required.
  • Develops and maintains professional working relationships and continually gains knowledge of evolving MTA and MTA agency operations.

Qualifications/Relevant Experience:

  • A Bachelors degree (Masters degree preferred), from an accredited educational institution, in fields such as construction management, engineering, architecture, business, public administration, economics, statistics, accounting, psychology, sociology or equivalent.
  • Minimum of three (3) years of auditing or investigative experience with demonstrated skills and abilities,
  • Experience with capital construction procurement, capital construction project management, construction monitoring, construction auditing or a related construction evaluation and project management focused field.
  • Certified Internal Auditor (CFA) or Certified Fraud Examiner (CFE), a plus.
  • Knowledge of MTA capital construction guidelines, protocols and procedures, a plus.
  • Knowledge of investigative standards, processes, and procedures.
  • Knowledge of applicable local, state, and federal statutes, rules, and regulations.
  • Demonstrated analytical skills, writing skills, critical thinking skills, impartial judgment, interviewing skills, and research aptitude.
  • Superior ability to conduct and direct interviews of MTA and MTA agency personnel and other individuals of interest.
  • Travel within the MTA geographic jurisdiction will be required.
  • The ability to conduct site visits to active construction sites and have or obtain necessary track training and OSHA certification will be required.
  • Familiarity with basic design and construction processes, drawings, means and methods and organizations preferred.
  • Working outside of regular business hours may be required.
  • Pursuant to authorization by the EDIG Legal, this position is eligible for tele-working according to office policies.
