Summary
MTA C&D's Chief Fire Protection Engineer has broad authority over the entire functional group's strategy, governance, and direction. Has full and complete decision-making authority over the functional group within general policies, principles, and ultimate goals of the organization. In addition, the person in this role has the latitude to consider organizational direction. Has full ability to define policies, practices, standards, and guidelines for the entire Engineering discipline functional group.
The person in this role is a well-respected industry leader in Engineering who is responsible for all aspects of their specific engineering discipline for C&D for the entire capital program. The incumbent works within the Delivery Services Office in the C&D Delivery department and sets new engineering policies and procedures for all staff to follow. Responsible for discipline-specific engineering standards for the project's entire lifecycle (planning phase through handover to operating owner).
Responsibilities
Develops and maintains engineering standards within their specific discipline, encompassing all elements of MTA infrastructure.
Directs and administers work activities as needed for MTA C&D projects. Reviews work of engineering staff—signs and seal design documents as required.
Accountable for the leadership and management of the Engineering function, technical compliance, and continuous improvement.
Coordinates engineering services with principal engineers across various programs/projects.
Establishes continuing education for engineering teams' skill development.
Creates innovative technical solutions to assist project management/delivery teams in making quick decisions.
Works with internal & external stakeholders to improve engineering design and construction quality.
Collaborates with industry consultants & contractors on process improvement.
Supports projects and staff in complex technical matters that cannot be resolved at lower levels.
Provides world-class engineering expertise in supporting MTA Agency Owners.
Administers contract documents for “on-call” agreements for professional services.
Final authority for required updates to Master Specifications to be used on MTA C&D projects.
Education and Experience
Bachelor of Science degree in the appropriate Engineering disciplines (Mechanical, Electrical, Civil, Structural, Communications, Track, Signals, Environmental, Fire Protection).
Masters preferred.
Must have a minimum of twenty (20) years of related experience.
Must have a minimum of ten (10) years in a management or supervisory role and/or project manager role in a large, multi-faceted organization.
Competencies:
A registered NYS Licensed Professional Engineer (PE) is required.
Significant experience tackling large-scale engineering issues for major construction projects or projects with highly complex systems is preferred.
Substantial experience leading and managing designers, contractors, subcontractors, and/or vendors.
Self-directed, highly motivated self-starter with solid writing and verbal communication skills.
Demonstrated ability to build relationships and work collaboratively with stakeholders at all internal organizational levels to drive project/program outcomes.
Ability to uphold the use of standards and escalate issues in a timely fashion
Demonstrated ability to work in a high-profile, high-pressure environment effectively.
Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.
Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.
Strong desire to be a part of a world-class team focused on achieving excellent results.
Must possess excellent team-building, listening, problem-solving, and prioritization skills.
Alternative Delivery experience preferred.
Able to multi-task and be flexible/adapt to rapidly changing project requirements/timelines.
Ability to work independently with minimal oversight.
