SALARY RANGE: 

$124,355 to $163,216

Summary 

  

The Director of Commissioning has a significant level of authority for the decision-making, staffing, and budget for their functional area of responsibility, subject to approval regarding the most significant business and policy issues by Senior Management. Decision-making authority is somewhat defined as the freedom to determine how to accomplish work goals.  

  

The Director is guided by substantially diversified Commissioning procedures and specialized standards. Makes recommendations for policy and procedural changes with final approval from departmental management and supports the implementation of such changes. Provides overall strategy and approach input in consultation with departmental leadership and/or CD Delivery Senior Management. 

  

Responsibilities 

Provides overall strategy and approach input in consultation with departmental leadership and/or CD Delivery Senior Management. 

  

Oversees commissioning team. 

  

Provides direction in evaluating facilities, signal and telecommunication systems, and/or infrastructure systems.  

  

Accountable for applying the commissioning process and achieving project performance requirements, as identified during the early stages of a project's lifecycle, along with the verification/ documentation of those requirements through final design and construction. 

  

Assists Project Leadership in resolving escalated items from design/construction parties. 

  

Responsible for the formalized handover of the asset(s) to the Agency Owner and required training. 

Education and Experience 

  

Bachelor's degree in Engineering, Architecture, Construction or Project Management, Facilities Management, or a related field.   

  

Must have a minimum of ten (10) years of related experience.  

  

Must have a minimum of five (5) years in a management or supervisory role and/or project manager role in a large, multi-faceted organization.  

  

Competencies:  

  

Licensed Professional Engineer or Registered Architect desirable.  

  

PMP, CCM, and CCP Certifications are preferred. 

  

Demonstrated experience in project management/commissioning for projects with highly complex systems preferred. 

  

Demonstrated experience leading and managing contractors, subcontractors, or vendors. 

  

Excellent communication and interpersonal skills. 

  

Demonstrated ability to build relationships and work collaboratively with stakeholders at all internal organizational levels. 

  

Demonstrated ability to work in a high-profile, high-pressure environment effectively. 

  

Must have focus and ability to deliver results, organizational effectiveness, and continuous improvement.  

  

Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements. 

  

Must possess excellent team-building, listening, problem-solving, and prioritization skills.

Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the "Commission").
