This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
 
SUMMARY:
The Senior Director, Talent Acquisition (TA) serves as a key member of the MTA’s Talent Acquisition organization, working collaboratively with business leaders to develop and drive recruitment strategy for business needs as well as leading on management and executive level recruitment needs that align with business goals. The Senior Director, TA will also work closely with People Business Partners, HR Centers of Excellence, Labor and Legal to ensure compliance and the timely processing and onboarding of talent into the MTA enterprise. The incumbent will lead a team of recruitment professionals, supporting multiple MTA business units. Additionally, the incumbent will partner with internal partners including our marketing, talent branding and communications teams to attract top talent to the MTA, while remaining current on key external trends that impact the market for talent.
 
RESPONSIBILITIES:
  • Partner with business leaders to understand the business strategy and goals, provide Talent Acquisition insights, and develop a Talent Acquisition strategy to fill open positions with top talent.
  • Implement creative solutions, develop sourcing strategies, and build strong pipelines for high priority talent pools (e.g., critical, hard-to-fill, under-represented, technical).
  • Drive key Talent Acquisition initiatives including diversity and inclusion, employee referrals and internship programs
  • Use key Talent Acquisition metrics to motivate and drive team performance as well as meet monthly, quarterly, and annual recruitment targets.
  • Ensure staff is optimally leveraging internal and external resources including our Company Applicant Tracking System, job boards, professional organizations, and recruitment events to attract top talent to the MTA.
  • Provide subject matter expertise guidance, education, and change management to enable quality execution and consistency of processes set by Talent Acquisition leadership. Provide updates on progress to improve talent acquisition processes. Propose, develop, and deliver recruitment-related training initiatives to drive operational efficiencies and best practices.
  • Direct functions, activities and staff ensuring the appropriate internal controls and compliance with all laws and regulatory requirements are adhered to; Ensure the team is staffed, structured, and inspired to deliver impactful recruiting strategies and a high touch candidate and hiring manager experience.
  • Serve as a leader of the MTA’s Talent Acquisition function by promoting our enterprise-wide solution that attracts top talent to the MTA, ensuring MTA's strategic priorities, both operating and management focused, are key drivers in how the MTA provides safe and reliable service to our customers.
  • Manages Talent Acquisition office operations, budget, and staff. Selects, develops, and motivates personnel within the department. Provides effective career development, coaching, and counseling for subordinates. Responsible for staff performance review and discipline/termination of employees when necessary.

EDUCATION AND EXPERIENCE:         
REQUIRED:
  • Bachelor’s degree in Business Administration, Public Administration, Human Resources, Industrial/Organizational Psychology, or a related field from an accredited college or an equivalent combination of education and experience may be considered in lieu of a degree.
  • Minimum 12 years related experience, including at least 4 years in a department head and/or managerial and/or project manager role in a large, multi-faceted, fast-paced organization or governmental body preferred.
PREFERRED:
  • Master’s degree in a related field.
  • SPHR or SHRM certification.
  • Familiarity with the government policies and procedures.
  • Familiarity with the government collective bargaining procedures.
  • Familiarity with developing and executing media plans that include multiple media channels, driving brand awareness.
  • Prior experience working in a union environment.
 
OTHER INFORMATION:
As an employee of MTA Headquarters, you may be required to complete an annual financial disclosure statement with the State of New York, if your position earns more than $108,638 (this figure is subject to change) per year or if the position is designated as a policy maker.
  • May need to work outside of normal work hours (i.e., evenings and weekends)
  • Travel may be required to other MTA locations or other external sites
