SALARY RANGE:           $160,000 - $170,000

HOURS OF WORK:       9:00am - 5:30pm     

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.    

SUMMARY:    

NYS Public Authorities Law Section 1263 4(b) requires the establishment of the Capital Program Oversight Committee – a committee of the MTA Board. As such, the MTA has established the Capital Program Committee (CPC), which includes reports from the Office of Construction Oversight (OCO). The Deputy Director of OCO is responsible for assisting in the engagement of an Independent Engineer Consultant (IEC) to support CPC for the purposes of monitoring the execution of the MTA five-year capital programs.    

This Deputy Director of OCO administers oversight requirements of the CPC and manages the IEC contract on behalf of the MTA to develop and present project level and programmatic reviews of capital projects in support of this statutory mandate. These reviews cover project implementation and close-out, and include evaluations of projects’ schedules, budgets, operating budget impacts and any construction or management issues that may affect a project. The Deputy Director oversees the development of recommendations to ensure the Capital Program meets intended objectives in a timely and cost-effective manner.    

Supports the Engineering Audit Officer (EAO): audits payment requests received under contracts for construction, equipment, and construction-related services prior to processing the requests in the City’s Financial Management System.    

RESPONSIBILITIES:    

· Responsible for monitoring capital project and program management reviews, prepared by the Independent Engineering Consultants, to support the Board’s Capital Program Committee’s statutorily mandated oversight functions.    

· Directs and supervises review of:    

o Technical aspects of ongoing capital projects to determine whether projects are within budget and on schedule.    

o Design/construction management issues and recommended solutions    

o Programmatic engineering and construction management issues to improve overall management of the capital program and to stimulate greater contractor competition on capital projects.    

o Associated impacts of capital projects on the operating budget to assist in ensuring that projects yield all anticipated benefits.    

o Cost control and cost effectiveness strategies for the selection, design and implementation of engineering solutions    

· Oversees development of all IEC reports included in the CPC book, as well as oral reports provided to the CPC.    

· May recommend innovative practices to reduce project cost and duration while maintaining quality.    

· As required pursuant to Directive #7 from the City Comptroller, assists the MTA Engineering Audit Officer (EAO) to audit requests for payment received under contracts for construction, equipment, and construction related services procured with City Funds    

EDUCATION AND EXPERIENCE:    

· Degree in engineering, architecture, construction management, or a related field is required. A Professional Engineer license and/or an advanced degree in engineering, construction, public policy or administration is required.    

· To act for EAO – must be a NYS licensed Professional Engineer (P.E.) or Registered Architect, preferably with NYC municipal engineering experience.    

· Minimum of 11 years of increasingly responsible engineering and/or project/construction management experience with a wide variety of capital projects, programs, and project management issues. Supervisory experience required. Superior written and verbal skills and the ability to communicate complex technical issues to non-technical audiences a prerequisite.
