Under supervision of the Senior Manager Statistical Analysis and Title VI Compliance, this position is responsible for providing technical support to assure compliance with Title VI of the Civil Rights Act of 1964, Environmental Justice and Limited English Proficiency requirements, and other related civil rights legislation and FTA issues. 

The position is responsible for statistical analysis pertaining to Title VI annual and triennial reports, Service and Fare equity analysis, U.S. Census/American Community Survey, Geographic Information Systems (GIS), customer surveys, and assisting with the EEO program. The incumbent is also responsible for providing data and other statistical information as per request from legal and other departments. 


Provide technical support to MTA’s Title VI program including TVI/EJ/LEP issues. Gather, analyze, and evaluate data about the composition of the agencies’ service areas to ensure equity and nondiscrimination to minority and low-income populations. Assist in reviewing agency’s Title VI Equity Analysis to determine whether the proposed major service change or fare increase will result in adverse effects that are disproportionately borne by minority and low-income populations. 

Conduct statistical analysis pertaining to ridership and revenue data, cost, and net present value, level of service, and benchmarking. Analysis can include various datasets required for regulatory compliance, filing, and reconciliation. 

Conduct statistical analysis (t-tests, chi-square tests); and interpret, and communicate statistical results. 

Work with Geographic Information Systems (GIS) software to create demographic maps. 

Develop GIS shapefiles (points, polylines, and polygons) with attribute entries in ArcGIS software. 

Perform functions such as data collection, data management, analysis, and mapping for TVI/EJ/LEP using the GIS software. Research, update, and maintain numerous GIS datasets and templates. 

Work with U.S. Census, American Community Survey, and other marketing survey data as part of TVI/EJ/LEP analysis. 

Compile, analyze, interpret, and report data from the U.S. Census, and other sources as a measure of the socio-economic trends. 

Assist in coordinating with Diversity and Equal Opportunity (EO) at MTA agencies and other departments as necessary to ensure permeation of TVI/EJ/LEP standards and best practices MTA-wide. 

Provide additional statistical/compliance support to meet the initiatives and goals required for the EEO program as prescribed in federal circular FTA 4704.1A.    


Knowledge of Federal and State Law governing Title VI/Environmental Justice/Civil Rights/EEO programs preferred. 

Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint), and/or comparable applications. Demonstrated strong working knowledge of complex spreadsheets. 

A high level of technical expertise demonstrated through advanced problem solving, planning, and analytical skills are critical for ensuring compliance. 

Experience with ArcGIS, statistics, survey research, data analysis, and sampling. 

Education and Experience:

Bachelor's degree in Urban Planning, Transportation Planning, Statistics, Geographic Information Systems, Mathematics, Natural Sciences, Engineering, or related field. An equivalent combination of education and experience may be considered in lieu of a degree.

A minimum of 4 years’ experience in a related field.
