SUMMARY
The position of Director of MTA HQ Environmental Program strategizes, supports, and advises the MTA HQ Environmental policy and program on MTA wide implementation of Environmental Policy, Programs, and Initiatives.
RESPONSIBILITIES
The incumbent will Lead, Oversee, Strategize, Support, and Advise the MTAHQ Environmental team on:
- Environmental Compliance:
- MTA wide Compliance of Environmental Policy/Regulations/Laws/Audits-
- MTA wide Compliance of New York State (NYS) Executive Orders on Environmental Programs and Initiatives.
- Issues and Programs:
- Revisions to state Petroleum and Chemical Bulk Storage regulations – new tank system testing, operator training and tank tagging requirements.
- Revision to NYS Storm Water General Permit-expanded requirements for mapping of storm water outfalls.
- State Agency Environmental Audit – Annual self-audit of MTA operating agency compliance with NYS environmental regulations
- Obtain regular documentation from agencies certifying compliance.
- Support agency deep dive investigative teams for facilities environmental compliance.
- Environmental Policy and Program Support:
- Issues and Programs:
- DERA- (Diesel Emission Reduction Act) – requiring Best Available Retrofit Technology for heavy-duty diesel vehicles (revenue and non-revenue).
- MTA Aligning with Paris Accord- Commitment to a 2025 Science Based Target Initiative.
- Support MTA DOB’s Zero Emission Bus (AEB) program from GHG emissions perspective
- Capital Projects Review and Oversight:
- Develop and define Environmentally superior and Resiliency principles of MTA all agency operations and maintenance by collaborating with operations and introducing industry trends.
- Review and Mandate implementation of these principles in capital project development at both design and construction stages, as well as in operation and maintenance by supporting MTA C&D and agency operators.
- Obtain documentation from designers and constructors certifying compliance of capital project designs and constructions with regulations, mandates, policies, and initiatives.
- Reporting: All required and voluntary reporting on MTA’s Environmental Impacts.
- Coordinate all agency Environmental Training as required for operational and maintenance towards the Regulatory Checks and Approvals, and MTA’s Commitments to mandatory and voluntary requirements for environmental management at all MTA agencies.
- Lead, Coordinate and Manage Environmental Sustainability, Climate Action and Resilience Data, Information, and Analytics
- Support and coordinate with all departments under SHE (Safety, Health, Environment) as required and as appropriate.
- Other duties as assigned.
KNOWLEDGE, SKILLS, & ABILITIES
- Must possess outstanding communications skills. Must be an effective oral and written communicator.
- Must possess execution skills as well as management skills. The position will require a fair amount of individual work effort as well as collaborative work effort.
EDUCATION & EXPERIENCE
- Bachelor’s degree in sustainability, planning, environmental science or engineering, public administration, finance, or related degree.
- A minimum of 10 plus years’ experience in environmental planning, environmental engineering, environmental management and/or related fields with a minimum of 5 years in a senior manager level.
- Must possess experience in an Architecture/Engineering/Construction or Transit environment.
- Must possess experience in inter-agency collaborations and data visualization.
PREFERRED:
- Master’s degree preferred.
