This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.



Together with the Deputy Chief Officer, Rolling Stock Strategy, this position shall be responsible for setting the strategy, developing the acquisition approach, coordinating the execution of all MTA-wide rolling stock procurement activities, to both secure best value for the MTA and support the core mission of providing safe and reliable public transportation. This position will coordinate between the agencies’ staff at NYCT, Metro North and LIRR and the funding function at the MTA to align budgets and effectively leverage consolidated requirements.


This position will support setting the strategic direction of the MTA’s procurement of rolling stock across the MTA agencies, specifically supporting efforts for planning, solicitation, negotiation, and execution of contracts for the acquisition of buses, subway cars, commuter rail cars and all non-revenue/work car equipment.


A key part of this role will be coordinating expansion of the pool of qualified suppliers to support the MTA’s rolling stock needs for the next two decades.


This function also includes oversight and promulgation of best practices with respect to negotiation and execution of changes orders in the post-award phase of contracts to support on-time, on-budget goals of the operational agencies.



·         Implements an acquisition strategy to leverage multi agency rolling stock requirements across the operating agencies of the MTA, in line with corporate strategy and business goals.

·         Works with the operating agencies and planning and budget functions on the development of a multi-year/multi-option acquisition model, taking advantage of economies of scale where possible and considering the total cost of ownership of fleet beyond initial acquisition.

·         When necessary, negotiates or oversees negotiations with the corporate heads of major, multi-national organizations for costly and complex awards that include new trains, buses and non-revenue rolling stock.

·         Partners with engineering staff at the operating agencies to develop a mechanism to expand the supplier base at the bus and railcar car builder and subsystem level.

·         Counsels executive staff/senior management on procurement strategies and business/commercial issues presented by current and future contractual relationships ensuring a thorough understanding of the benefits/risks inherent in the contracting process.

·         Responds to internal and external auditors, implementing audit recommendations when appropriate.

·         Oversees benchmarking exercises with peer agencies both nationally and internationally.

·         Works with agency staff to draft responses to press inquiries, budget hearing inquiries and inquiries from elected officials.

·         Identifies and evaluates risk, introduces mitigation plans, monitoring procedures and routine compliance reviews.

·         Active and visible change agent that develops employees and creates a climate of continuous improvement, high engagement, motivation, flexibility, and agility. Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

·         Demonstrated ability to communicate and interact well with external agencies. External agencies may include the New York State Government, New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities.

·         Demonstrated ability to communicate effectively with key internal and/or external stakeholders.

·         Must have strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area(s) of responsibility.

·         Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible.

·         Demonstrated analytical capabilities and quantitative skills.





  • BA/BS in Business, Supply Chain, or related field; MBA or advanced degree preferred.
  • Minimum 14 years related experience in procurement operations, including at least 5 years in a leadership role for a large, multi-faceted, fast-paced organization or governmental body preferred.
  • 5+ years managing process improvement and efficiencies.
  • Experience in Lean concepts in supply chain, operations




·         MBA or advanced degree in a related field preferred.

·         Familiarity with the MTA’s policies and procedures.

·         Familiarity with MTA’s planning and reporting process for Capitally funded projects.

·         Familiarity with the MTA’s Collective barging procedures.
