This is a Non-Represented Position.

Summary

This position will assist the Managers – Operations Support in all efforts pertaining to Budget and/or Administrative and/or Crew Management and/or Statistical Analysis functions for the Transportation Department.  The responsibilities associated with the Budgetary functions may include but are not limited to the development of Annual Budget and Mid-Year Forecasts, and the creation of monthly financial analyses in order to ensure an efficient operation.  The responsibilities associated with the Administrative functions may include but are not limited to Human Resource Management, Employee Development, Payroll review/oversight, Procurement coordination/management, internal and corporate Policy & Procedure management, oversight and coordination of all Cell Phone initiatives (OBTIM’s & Mobile Ticketing).  The responsibilities associated with Crew Management functions may include but are not limited to assisting in managing all aspects of the daily (24/7) crew dispatching operation for the Train and Engine Service, Yardmasters, Telegraphers, Special Service and Movement Bureau employees, overseeing and managing adherence to the Absence Control Policy and oversight of FRA Random Drug Program.  The responsibilities associated with the Statistical Analysis functions may include but are not limited to the development and oversight of operations analysis such as Fare Collection, Efficiency Testing, On-Time Performance, Operational Safety, Operating Statistics, Employee Databases, and Critical Risk Management.  All positions are responsible to ensure proper interpretation and application of six different contractual agreements, work rules, Long Island Rail Road policies & procedures, along with providing statistical analysis of data relating to Transportation Department operations.

Responsibilities

Responsibilities may include but are not limited to:

Administration

Assist in the management of the departmental HR functions and requirements including development of job descriptions, processing of PARC documents and the coordination of performance reviews. 

Manage departmental managerial payroll/attendance (CTAMS).  Perform random payroll/audits.  

Manage departmental vehicle fleet.  Prepare and analyze monthly AVLM usage reports.

Manage Cell Phone/OBTM’s and Mobile Radio Initiatives:  Implement and manage cell phone initiative for distribution of and continual oversight for approximately 1,200 cell phones/accessories.  Handle all equipment and usage problems regarding malfunctioning, lost, stolen or damaged equipment – inventory tracking and replacement.  Interface with IT representatives and employees.  Provide continued oversight for cell phone billing, per contractual agreement, coordinating with represented employees (users), union officials, Treasury, and IT.  Audit monthly phone bills, rectify any discrepancies found. 

Manage the Procurement process including the creation, tracking and receipting of requisitions and vouchers.

Assist in the daily planning, scheduling, tracking and reporting of the departments FRA Random Drug Program.

Budget

Assist in the planning, development and preparation of the Transportation Department annual and multi-year operating, reimbursable/Capital Budgets in conformity with OMB/MTA guidelines.

Oversight of the monthly financial analysis process including the preparation and review of variance analysis of expenditures (ST/OT/Availability/Headcount/Non-Payroll/Reimbursable/etc.).

Conduct various ad hoc analyses required to identify and articulate financial/ operational risks, and provide recommendations and/or initiate corrective actions in response to budget variances.

Crew Management

Implement and oversee the daily operation of crew dispatching (24-hour operation) for approximately 1,700 employees (UTU, BLE, Yardmasters, Telegraphers, Special Service Attendants, Movement Bureau) ensuring proper utilization and cost-effective assignment of work force supporting departmental goals such as on-time performance within collective bargaining agreements and union work rules.

Record and report on the corporate absence control policy for all transportation employees.  Review and ensure accuracy of absence control records and report violations to the Trial Office within the contractual time limitation (15 days).  Manage the tracking of all employees FMLA activity.

Assist in managing all aspects of payroll processing for the Train & Engine service, Yardmasters, Telegraphers, Special Service, and Movement Bureau employees.  Manage payroll systems (Kronos) including the direct input of all arbitrary and overtime payments.  Develop, compile and analyze statistical data of both internal managers payroll reports and data warehouse reports.  Identify trends, issues, etc. and provide recommended solutions.

Statistical Analysis (Operating Statistics)

Establish and maintain LIRR electronic databases essential for train scheduling, timing, delay analysis, and performance documentation through partnerships with Service Planning, Information Technology, Revenue Compliance.  Manage the input and editing of information into TIMACS, TPSS, Train Delay Recording, Data Warehouse, SAFER, and future systems.

Conduct complex statistical analysis in support of operational performance, operational incidents and needs.  Focus on performance improvement strategies and provide insight to “root cause” of anomaly information.

Manage and oversee data collection and dissemination of operating statistics on daily, weekly, monthly, and annual basis.  Develop reports focusing on key statistics, based on daily detailed review of train performance logs.

Perform other assignments as requested by Senior Management.

Select, develop and motivate personnel within the department.  Provide career development for subordinates Ensure a safe working environment and adherence to guidelines of company safety. 

Qualifications

Bachelor’s Degree in business, finance, management, or information systems.  Demonstrated, directly related, equivalent experience and education may be considered in lieu of the degree, subject to approval.

Must possess extensive knowledge/skills in MS-Excel (pivot tables, utilizing advanced functions and charting tools); MS-Access (database design and query development)

Must possess strong analytical skills.

Must possess strong written, verbal, and interpersonal communication skills.

Must be capable of multitasking various assignments while adhering to tight deadlines.

Must be proficient in various software packages including MS-PowerPoint; People Soft; MS-Outlook; MS-Word.

Must have extensive knowledge (approximately 5 years combination) in the areas of budget preparation/financial analysis/, FRA random drug testing, procurement, accounts payable, accounting/auditing, and payroll processes and procedures; preferably in a PeopleSoft environment.

Preferred/Desirable Skill / Qualifications:

Advanced degrees (MBA; MS-Information Systems; MPA).

Prior Supervisory Experience.

Familiarity with collective bargaining agreements.

Familiarity with LIRR organizational (departmental) structure.

Familiarity with MTA sister agencies.

In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record.
