HOURS OF WORK:    9:00 am - 5:30 pm (7 1/2 hours/day)

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

 

SUMMARY:

The Financial Analyst Level I, II, and III provides varying levels of support and analysis dependent on the level to the Business Planning Unit. Each level is differentiated by the level of complexity needed for various type of analysis. i.e., the least complex analysis is done by the Level I, moderately complex analysis is done by the Level II, and the most complex analysis is conducted by the Level III. The Financial Analyst role is responsible for managing the operating budget process and preparing the five-year financial plan for the New York City Transit Divisions. In addition, this position works closely with the NYC Transit management and provides analytic support to the CFO, President and MTA HQ Budget. Recent projects include Subways Action Plan budgeting and reporting, overtime monitoring, Covid19, SMS, and other transit initiatives. The workload in this unit has increased over the past few years with active financial management involvement of the Subway Action Plan, COVID-19, and most recently Hurricane Ida.

 

RESPONSIBILITIES:

·         Analyze annual operating budget requirements and results for assigned New York City Transit divisions.

·         Conduct analytic studies to improve cost effectiveness for NYC Transit operations. Evaluate budget/headcount requests for assigned NYC Transit Divisions.

·         Analyze operating impacts of Capital Projects

·         Assist in the development of the strategic business and financial plans.

·         Budget, analyze and track Subway Action Plan projects and produce quarterly reporting as required by State.

·         Develop the annual Traction and non-Traction Power budget through the three financial plan cycles. Analyze results and make recommendations on adjustments to the budget.

·         Other duties as assigned.

 

KNOWLEDGE, SKILLS, AND ABILITIES

·         Demonstrated proficiency in or ability to learn the Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.

·         Knowledge of Multidimensional Database Management systems such as Hyperion Essbase preferred.

·         Proficiency in and/or ability to learn communication and interpersonal skills.

·         Proficiency in and/or ability to learn organizational and presentation skills.

·         Proficiency in and/or ability to learn to work with all internal levels within a given organization.

·         Proficiency in and/or ability to learn communicate and interact well with external agencies.

·         Proficiency in and/or ability to learn completing short- and long-term projects effectively and as efficiently as possible.

·         Proficiency in and/or ability to learn analytical and/or quantitative skills

 

EDUCATION AND EXPERIENCE:

Financial Analyst I

REQUIRED

·         Bachelor’s degree in business, Transportation, Public Policy or a related field or an equivalent combination of education and experience from an accredited college may be considered in lieu of a degree.

 

PREFERRED

·         Knowledge of Multidimensional Database Management systems such as Hyperion Essbase.

·         Master’s degree in a related field.

·         Familiarity with the MTA’s policies and procedures.

·         Familiarity with the New York City Transit System and its operations

 

Financial Analyst II

REQUIRED

•    Bachelor’s degree in Business, Transportation, Public Policy or a related field or an equivalent combination of education and experience from an accredited college may be considered in lieu of a degree.
•    Minimum 2 years related experience.

PREFERRED

•    Knowledge of Multidimensional Database Management systems such as Hyperion Essbase.

•    Master’s degree in a related field.
•    Familiarity with the MTA’s policies and procedures.
•    Familiarity with the New York City Transit System and its operations

Financial Analyst III

REQUIRED

•    Bachelor’s degree in Business, Transportation, Public Policy or a related field or an equivalent combination of education and experience from an accredited college may be considered in lieu of a degree.
•    Minimum 4 years related experience.

PREFERRED

•    Knowledge of Multidimensional Database Management systems such as Hyperion Essbase.

•    Master’s degree in a related field.
•    Familiarity with the MTA’s policies and procedures.
•    Familiarity with the New York City Transit System and its operations
