Summary
The Principal Technical Specialist within MTA C&D has a high level of authority for the decision-making, staffing, and budget for their functional area of responsibility, subject to approval regarding the most significant business and policy issues by senior management. The candidate is considered a technical expert and a current leader in their industry. The incumbent has decision making authority over their functional area. Works within clearly defined policies, principles, and specific objectives in consultation with departmental management. Provides policy and procedural recommendations with final approval from the Senior Management. They have an advanced understanding of their specific technical discipline to manage technical development, design, and delivery and effectively guide team members.
Responsibilities
Oversees the research, development, design, and/or delivery of projects for MTA C&D.
Provides technical expertise and leadership to resolve highly complex technical issues with the potential for significant impacts on capital projects.
Addresses complex systems integration and interfaces.
Provides a high level of expertise in one or more relevant technical areas such as, but not limited to, Communications Based Train Control and conventional signal systems, wired and wireless communications systems, communications or signals equipment installation, fire alarm/life safety systems, CCTV, telephone or radio systems, and/or a wide range of network technologies.
Provides resource balancing for project needs and optimizing time amongst team members.
Education and Experience
Bachelor of Science degree in an appropriate technical discipline or an equivalent subject. Masters preferred. Various fields may include, but are not limited to, Computer Science, Information Systems/Technology, Computer, Communications, Electrical, Electronics, Signals, or Systems Engineering/Technology.
Must have a minimum of fourteen (14) years of related experience.
Must have a minimum of eight (8) years in a management or supervisory role and/or project manager role in a large, multi-faceted organization and/or with highly complex systems.
Competencies:
Candidate shall have at least 14 years of field experience in four or more of the following specialized areas:
Access control system
CCTV IP video system
Public Address system
IP telephony and intercom system
Fire alarm and detection system
IP PBX system
UPS and power plant system
Fiber cable system
Copper cable system
Any one of the following network technologies: DWDM, ROADM, SONET, MPLS, Ethernet, COE, TCP/IP, SDN, and analog and digital wireless and radio systems.
Demonstrated experience in large-scale technical issues for significant construction projects or projects with highly complex systems preferred.
Demonstrated experience leading and managing designers, contractors, subcontractors, and/or vendors.
PMP or relevant technical certifications are desirable.
NYS Licensed Professional Engineer a plus.
Demonstrated knowledge of applicable industry codes and standards.
Excellent communication and interpersonal skills.
Demonstrated ability to build relationships and work collaboratively with stakeholders at all internal organizational levels.
Demonstrated ability to work in a high-profile, high-pressure environment effectively.
Must have focus and ability to deliver results, organizational effectiveness, and continuous improvement.
Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.
Must possess excellent team building, listening, problem-solving, and prioritization skills.
Alternate Delivery experience preferred.
Proficiency in current industry software and Microsoft Office are required.

Able to multi-task and be flexible/adapt to rapidly changing project requirements/timelines.
Ability to work independently with minimal oversight.
