Summary
The AVP, Quality Executive, has broad authority for the decision-making, staffing, and budget for the MTA C&D Quality Management function within broadly defined policies and objectives, including wide-latitude to consider the development of plans, priorities, and processes to achieve goals. Experienced quality professional is responsible for providing quality leadership for successfully executing the MTA C&D Capital Program.
Responsibilities
Responsible for the quality support, leadership, and expertise of a Project Executive at the Program/Project level.
Accountable for the ongoing development and implementation of Delivery Office/ Business Unit Quality Management Systems to ensure:
Compliance with ISO 9001, FTA, MTA, C&D, and other agency/regulatory requirements.
Complete and current quality documentation (i.e., procedures, specifications, standards, process flow documents, etc.) to provide adequate direction and guidance to external Consultant/Contractor personnel.
Timely and effective oversight of external Consultant/Contractor activities and processes.
Continuous improvement programs to drive critical changes and enhancements in response to customer feedback and lessons learned.
Awareness and training activities for internal C&D and external Consultant/Contractor personnel to enhance the effective implementation of quality processes and requirements.
Communication of senior management’s commitment to a quality culture within C&D.
Interfaces and partners with internal C&D Executive Managers, Consultant/Contractor senior management representatives, and other internal and external shareholders to identify and initiate new and/or changes to quality processes and requirements for capital project management improvements.
Works with C&D Corporate Quality to identify and initiate improvements in C&D processes, requirements, and activities to ensure the successful execution of the MTA C&D Capital Program.
Education and Experience
Bachelor’s degree in Engineering, Architecture, Construction or Project Management, Transportation, or a related field.
Masters in Quality Management preferred.
Must have a minimum of fourteen (14) years of related experience.
Must have a minimum of eight (8) years in a management or supervisory role and/or project/quality manager role in a large, multi-faceted organization.
Competencies:
Licensed Professional Engineer or Registered Architect desirable.
CQA/CQE or Exemplar Global Certifications preferred.
Significant experience in developing and implementing Quality Management Systems to meet established organizational goals and processes, including ISO 9001 Standard requirements.
Significant experience in project management for major construction projects or project controls with highly complex systems preferred.
Substantial experience leading and managing contractors, subcontractors, or vendors.
Excellent communication and interpersonal skills.
Demonstrated ability to build relationships and work collaboratively with stakeholders at all internal organizational levels.
Demonstrated ability to work in a high-profile, high-pressure environment effectively.
Must have focus and ability to deliver results, organizational effectiveness, and continuous improvement.
Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.
Must possess excellent team-building, listening, problem-solving, and prioritization skills.
Alternative Delivery experience preferred.
