Position Objective

Oversee the Power Department’s regulatory compliance area to ensure a safe work environment for our employees and customers. Provide oversight to the power department’s workforce by leading an audit team responsible for ensuring the power department’s regulatory compliance in the following regulations: OHSA, FRA, NEC, NFPA, IEEE, and ANSI. Ensure compliance to the Power Department’s procedures through the observation of task and audit process.

  • Oversee the budget and contractual obligations of the Power Department. Develop Operating Capital initiatives. Track the purchase of material and contractual services for these projects.
  • Coordinate with internal Metro-North departments such as Safety, Rules and Training to verify consistent application of our operating rules. Participate in all Power Department investigations.
  • Coordinate the Power Department’s internal controls and asset management (EAM) activities.
  • Oversee the operation of the Power Control office in accordance with Power Department standards.

Responsibilities

  • Provide compliance leadership and direction in the Power Department Compliance area. Partner with the corporate Internal Controls and Enterprise Asset Management (EAM) departments to ensure Power department compliance with these initiatives.
  • Provide maintenance leadership to the daily operations of the Power systems to ensure the over 375 employees are trained, understand, and follow safe practices, using the appropriate tools and equipment to ensure safety and prevent injuries in keeping with the corporate goals.
  • Take a leadership role in researching and keeping current with all applicable electrical codes pertaining to Power Department tasks, including, but not limited to the following:
  • OSHA 29(CFR)1910.269 Electric Power Generation, Transmission, and Distribution
  • OSHA 29(CFR)1910.331 – 335 Subpart S - Electrical
  • NFPA/70E – Standard for Electrical Safety in the Workplace
  • NEC – National Electric Code
  • NESC – National Electrical Safety Code
  • Electrical Industry General Consensus Standards
  • Metro-North Operating Rules
  • Power Department Operating Rules
  • Lead the operation of the Power Control office and oversee the transition to the new SCADA system.
  • Direct the development, implementation, and auditing of written procedures and policies that comply with all applicable electrical and RWP codes. Direct the review and revision of the MN-290 Electrical Instructions and the auditing of all Power Department Work Group for compliance with Power Department rules as outlined in the MN-290 Electrical Instructions and power procedures.
  • Take the lead with the Rules Department as Power Department Reviewing Officer for the FRA mandated Efficiency Testing System and with the Rules, Mechanical, and Transportation Departments to develop, implement, review and revise Plate Orders for Controlled and, Non-Controlled Track procedures.
  • Manage the budget and operating capital process.

Required Qualifications

 

  • Ability to be self-motivated and to work well with diverse management/union employee workforce · Strong verbal and written communication skills
  • Demonstrated knowledge of electric traction and electrical systems & components
  • Demonstrated knowledge of Metro North Operating rules (or comparable, if from another railroad) ·
  • Proficient in Microsoft Office Suite and/or comparable applications ·
  • Strong problem solving and analytical skills with the ability to resolve complex technical issues and to evaluate new and existing products, equipment, & procedures Must be able to recommend improvements or replacements to better support Power systems, procedures, and operations.
  • Working knowledge of OSHA statutes pertaining to Electric Transmission & Distribution
  • Strong leadership skills to foster teamwork.
  • Strong interpersonal skills with the ability to interact with internal departments and external agencies and adapt to change.
  • Excellent organizational skills
  • Knowledge of safe work practices as they relate to a railroad or Utility environment · Must possess a valid drivers’ license.
  • Must be available 24 hours/ 7 days a week.

 

 

Required Education and Experience

  • Bachelors’ degree in Electrical Engineering or comparable discipline. Demonstrated equivalent experience, education and/or technical credentials to include four (4) additional years of related experiences to be considered in lieu of degree.
  • Minimum of ten (10) years of experience in railroad Power systems.
  • Minimum of five (5) years of experience in Railroad Electric Traction
  • Minimum of five (5) years of experience managing a diverse, unionized workforce.

 

The following is/are preferred, but other satisfactory combinations of relevant experience, education, and/or technical credentials will be considered:

  • Knowledge of Metro North Policies and procedures, accounting and payroll processes
  • PE License

 

Other Information

This is a Federally Regulated position and subject to toxicology testing. Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”). Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.

Selection Criteria

Due to the competitive nature of the selection process, not all qualified candidates who meet the minimum requirements for the position are guaranteed an interview. Metro-North may also require the applicant to undergo a physical ability test, and, if the Company extends a conditional offer, may require him or her to undergo a medical examination, which may include toxicological testing. Additional Criteria for Current Employees: Current Metro-North employees must be in active service to be eligible for consideration.
