Summary
The Estimator Level 3 is an advanced entry-level project estimating position within MTA Construction and Development. This role will assist a Senior Estimator with various efforts related to the cost-estimating process for complex capital projects throughout the project life-cycle. This position will be responsible for the effective execution of the cost-estimating process in coordination with project teams and stakeholders, ensuring that quality deliverables are completed in a timely and efficient manner and reflect applicable standards and guidelines.
Responsibilities
Prepare, analyze, and monitor capital cost estimates for all project phases, including change order estimates.
Support the development of cost impact analyses, operating budget impact estimates, and project life-cycle costs.
Review consultant-prepared capital cost estimates and change order estimates to ensure compliance with established procedures and guidelines.
Identify and analyze potential cost variances and work with project teams to address them.
Work with project teams to identify and realize opportunities for achieving cost efficiencies (through value engineering, constructability, risk assessments/ allocation, etc.).
Review scopes of work, evaluate them for similarities to previous projects, and check for pricing consistency.
Education and Experience
Bachelor’s degree in Engineering, Finance, Statistics, Mathematics, Construction or Project Management, Business Administration, or a related field.
Must have a minimum of ten (10) years of related experience.
Certified Professional Estimator - ASPE or Associate Estimating Professional Certification desirable.
Excellent communication and interpersonal skills.
Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.
Proficiency in mathematics, statistics, and data analysis.
Excellent analytical skills and attention to detail.
Ability to read and interpret technical documents.
Must possess excellent team-building, listening, problem-solving, and prioritization skills.
Proficient computer skills (i.e., Windows environment, Microsoft Office, PeopleSoft, Oracle-based, or other estimating tools are desirable) and strong business administrative skills (i.e., presentations, report and letter writing, time management, etc.).
