Position Objective

Position will assist the Assistant Deputy Director – Structures in the coordination of the construction, repair and maintenance of bridges and right-of-way structures within Metro-North’s Harlem, Hudson and West-of-Hudson territories. Coordinate projects with other departments as well as outside concerns as necessary. Complete maintenance, construction and repair programs based on AREMA and MNR’s standards for safe and reliable operation of the bridge and ROW infrastructure. Ensure the safety of all personnel.

Responsibilities

  • Implement and oversee the cyclical construction and repair programs for bridges and right-of-way structures to ensure they are in a State-of-Good Repair and are safe for revenue & freight trains to operate on MNR territories.
  • Directly manage the resources (labor, materials & equipment) and repair work in the Mott Haven (BCT), Bridges Culverts & Tunnels group.
  • Develop project scopes and production planning schedules for in-house bridge repair projects. Prepare work safety plans to ensure MNR forces are in compliance with Metro-North’s Safety Program.
  • Manage subordinates in efficient use of budgeted resources.  Allocate personnel, materials, and equipment for all projects.
  • Coordinate work efforts on inter-departmental projects with various department managers to ensure maximum productivity.
  • Review construction design plans for compliance with Metro-North standards.
  • Responsible for the day-to-day oversight and management of the MO, Beacon, Springdale or Bridgeport headquarters as needed to cover for management staff.

Required Qualifications

  • Strong ability to analyze complex situations involving structural and safety defects at bridges and right-of-way structures.
  • Strong leadership skills and ability to foster teamwork.
  • Excellent planning, forecasting, and organizational skills to ensure construction, repair, and maintenance work is on schedule and service disruptions minimized.
  • Strong ability to analyze repair and maintenance problems and develop solutions.
  • Strong knowledge of carpentry, masonry, and steelwork.
  • Strong oral and written communication skills.
  • Strong ability to interact with internal departments, as well as city and state agencies.
  • Strong knowledge of MNR’s safety rules and regulations to promote a safe work environment.
  • Demonstrated ability to read blueprints and prepare material take-offs, as well as perform field design work.
  • Demonstrate knowledge of structural load path for open deck, common girder, and ballasted railroad bridges.
  • Knowledge of MS Office; Excel, Work, and Project.
  • Knowledge of AutoCAD software.
  • Ability to be on call 24 hours/7 days.
  • Valid driver’s license

 Required Education and Experience

  • Bachelor’s Degree in Civil Engineering, Construction Management or related discipline. Demonstrated equivalent experience, education and/or technical credentials may be considered in lieu of degree to include an additional four (4) years of related experience.
  • Minimum five (5) years of experience in construction, maintenance and repair of Bridges to include broad knowledge of overall rail – transportation operations.
  • Minimum two (2) years of progressively complex management experience managing projects and/or a diverse workforce.

The following is/are preferred, but other satisfactory combinations of relevant experience, education, and/or technical credentials will be considered:

  • PE License Preferred
  • Successful completion of Metro-North’s Associate Engineering Program

Other Information

This is a Federally Regulated position and subject to toxicology testing.

Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”). Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.

Selection Criteria

Due to the competitive nature of the selection process, not all qualified candidates who meet the minimum requirements for the position are guaranteed an interview. To be selected for a position, one must meet the following criteria: (1) satisfy the minimum requirements listed in the job posting, (2) if applicable, successfully pass a written and practical exam, (3) satisfy a background investigation (including but not limited to, employment, education, and criminal history), and (4) pass a verbal interview. Metro-North may also require the applicant to undergo a physical ability test, and, if the Company extends a conditional offer, may require him or her to undergo a medical examination, which may include toxicological testing. Failure to pass any step within the hiring process will result in the disqualification of your application.

Additional Criteria for Current Employees: Current Metro-North employees must be in active service to be eligible for consideration. Agreement Employees applying for a position outside of their present craft are required to have worked in your current union for at least one (1) year preceding the Application Deadline to be eligible to apply for a posted position and have completed the agreed upon formal training commitment, including on-the-job training or lock-in requirement, if applicable (for example: Signal Trainee, Foreman-In-Training, etc.). If you are transferring to another craft, you may be required to forfeit your seniority in your present union. Non-agreement employees must have worked in their current position for a minimum of one (1) year preceding the Application Deadline. Along with a background investigation (including but not limited to, employment, education, and criminal history), employees are also subject to an internal investigation, which includes an evaluation not limited to discipline records and performance assessments.
